[Bikeboard] Finalized January Minutes, February Agenda, (Some) Read-Aheads

Bicycle Board,

I exchanged more than 20 emails in regards to the January minutes and the February agenda, with wonderful comments, additions, and rewrites from four folks on the board. This is how it's supposed to work! Thank you!

Please find the final January minutes, February agenda, and relevant read-aheads attached. I am missing one major read-ahead, which is a master list of our open action items -- I'm in the process of creating that. If you have any opinions on how such a list should look or be formatted, please send them my way! I aim to have that list out to you all Monday morning.
