Fact. I wrapped rope around a rear BMX tyre once, at a race in 1984 that was really really wet and sloppy. It hooked up great, but since I didn't have brakes, they woudn't let me do it for the second moto. I won anyway. It does work and would be a quick fix if you had disc especially. Don't know about the whole deflate, then reflate, I guess the rope would be that much tighter and less floppy.
