Let's Start Biking!

Good afternoon, I talked to Bobby about noon today and he's nearing completion of the video editing - he's through scene 4 of 6 and expects to be done by 5pm today. I told him that seems to be the consensus of the Bike Board that the State will probably allow us to turn it in on the 6th, and he said that although he flies to Orlando, FL tomorrow his workdays will typically be over by 3pm so he'll have more time to work on it this weekend. We agreed that it would be best if he have a complete edit done by 5pm today, and we put it up for the Board to comment on via YouTube or similar format (I'll provide the link at that time). I'll email him any comments I receive for him to make revisions. Sorry for another delay, but it seemed that everyone would be served best if we use the available time to make this the best possible final product. Thanks for your patience. I am, of course, taking it somewhat on faith that turning the video in on Tuesday won't disqualify us from payment. Please let me know immediately if that's the case and we'll get something there today. I have a paper copy of the PA version is you'd like to see it. It includes PA's specific bicycle laws. Bicycle Board Members, Today, the City of Morgantown and WVDOH verbally agreed to split the cost of the Monongahela Boulevard bicycle climbing lane 50/50. Looks like the lane will be installed July 2012. On July 27 of this year, Roy Nutter, Traffic Commission Chairman and I met with Terrence Moore, City Manager to try to get some forward progress on the bike lane. The outcome of that meeting was Terrence setting up today's meeting. At today's meeting, the participants agreed to draft an MOU that specifies the cost share based on a $25K total cost estimate. Terrence stated that he will budget $12.5K for the bike lane as a priority capital improvement project in the FY2012-2013 budget which the City Council must approve next March. Bill Austin agreed to take responsibility for getting the MOU done. I suppose it won't be in effect until Paul Mattox, Secretary WVDOT signs it. I guess Terrence will sign it. Frank, et al, Just some notes about the video that we'll be showing on Thursday so there are no surprises. Due to difficulty in getting child actors, particularly males, we weren't able to have it narrated by kids as we planned. At Bobby's suggestion I've been doing the voice/narration, although we still have kids doing the demonstrations - mostly non-speaking. Our intended title is "Let's Start Biking!" We have about 75% of the video filmed, Bobby has started working on the editing and we intend to do the rest of the filming tomorrow nite. We expect everything to be finished by Thursday, but there may be some finishing touches remaining. Bobby has to leave town on Saturday so Friday will be our last day to work on it, which is essentially the Official deadline anyway. Other than what's mentioned above, the script hasn't been changed substantially from what we presented after getting input at the last bike board meeting. Hope you all like it, we're pretty excited about what we've accomplished with limited resources and a short time. Don Spencer replacement

Bicycle Board Members, I only learned this week that Don Spencer is no longer a member of the Bicycle Board because he is no longer a member of the Traffic Commission. The Bicycle Board's procedural guidelines, Word version of the document membership sectionrequire that at least one voting member also be a Traffic Commission voting member. I guess the TC will eventually appoint one of their voting members to the BB. I don't know if we have anything to say about who they appoint. If they ask, I would like to have a recommendation with a justification for the recommendation. The current Traffic Commission membership is on the City website at http://www.morgantown.com/traffic.htm but I think it is incorrect. My best guess at the voting members and who/what they represent is: Roy Nutter, Chairman, Member at Large Ken Martis, Planning Commission Wes Nugent, City Council Margaret Roberts, 1st ward Paul Steel, 2nd ward David McKain, 3rd ward Chris Gluck, 4th ward Adam Henry, 5th ward Andrea Soccorsi, 6th ward Jamie Lewis, 7th ward Don Spencer was the City Council representative on the Traffic Commission so he is no longer a member of the Traffic Commission because he lost the City Council election.
