We've done well on a shoestring thus far, and I'd like to see us continue. One thought we've had is to judge the interest of trail, outdoor/bike retail, advocacy, race event, and other groups for "group" memberships to serve as policy advisors to our group. We are structured as a 501(c)(3) with the IRS so we can lobby up to 20% of our effort, but may have to change to a 501(c)(4) "Social Welfare Organization" if we want to focus more on lobbying. I'm asking if you all will complete a very brief online poll and also share it with your statewide networks to assess statewide interest in expanded membership as described below. It's literally 5 or 6 questions, taking ~5 minutes at most, I hope. bike rack at post office

Hello Drew and all, Yesterday at the post office I witnessed a cyclist who was not allowed to bring his bike inside the Post Office but also had no place to lock it up outside the post office. He did just prop it up against the building and wait in line. I know that the post office leases the space from a private developer and that they are unlikely to be willing to install a bike rack even if it was given to them. Just the same, I thought I would relay to the Bike Board the need and perhaps you have some ideas of how to get one put in there. September Minutes / Outstanding Projects, October Meeting Postponed, Call for New Members

Hello Board! We had a lovely meeting in September. For a large part of that meeting, Frank facilitated a brainstorming session about our Bike Spine Network map. See minutes and detailed notes about that session attached. Send comments or corrections to the minutes to briankleary(a)gmail.com Chip and I decided to postpone our October general meeting at least one week, and we may end up canceling it altogether. In place of the general meeting next week, we urge you all to organize help advance some of the projects below. Perhaps you could even gather a subgroup and meet during our usual meeting time? 1) Develop the spine network review process (needs a leader) 2) Set a date and plan the sharrows / bike lane celebration (contact Chip) 3) Help draft the bike/ped facilities closure policy (contact me) 4) Explore areas of town underrepresented by spine network (contact Chip) 5) Help recruit new members to the board (contact me) This last one is vitally important at this juncture. We've graduated quite a few members over the past year and we are likely to graduate a couple more soon. We need an influx of new (or returning) members willing to spearhead projects and help keep our momentum. The MMMPO is about to hire a consultant for a bike/ped plan update and that will mean that A LOT of things will be asked of the board. If you have any ideas about how we can best grow (or keep) our membership, please send them my way! Maybe we need to have a recruitment fair? 2019-2022 Paving and Bike Projects

That document is attached to this email. I also looked at the 2023-2027 data, and established the following Bicycle Board identified infrastructure routes in the City of Morgantown that will not receive planned improvements by Fall, 2027. The map has 11 layers that you can turn on or off by clicking the check box beside each layer’s name. The layers are: - Proposed Climbing Lanes - Proposed On-Road Bike Routes - Unconventional On-Road (or in Parking Lot) Routes - Proposed Off-Road Paths / Trails - Unavoidable State-Owned Routes - Useful Points of Interest - Parking Mousing over the items in any lay that you’ve turned on will “light up” the items in that layer. If you’re like me, once you’ve explored the map this far, nobody has to tell you to dig deeper! You’ll find yourself zooming in and out and navigating around to see what’s all there. Then, when we all show up for Thursday’s meeting, we’ll be ready to start working together to make this a reality! Frank P.S. FYI... Some Trail users are ignoring signs and tearing down construction tape across the trail. Please help spread the work and encourage people to ride elsewhere. ATTN TRAIL USERS: The following trail closures will be happening in the next two weeks in order to deal with erosion/culvert issues and replace fencing related to those issues. * August 27th, 28th, 29th - There will be a closure between Valley Crossing and Stanley's Spot Dog Park on the Decker's Creek Trail. * September 4th, 5th, 6th - There will be a closure between Valley Crossing and the bridge near the parking garage toward HRM Park on the Decker's Creek Trail. We apologize for any inconvenience. Good morning Does anyone have a large enough vehicle to pick up 4 bikes (with no seats) and take them to Positive Spin? They seem to have been abandoned at the bike rack at Van Voorhis Trailhead. Any help is greatly appreciated, Ella Here is the newest info from Chief Deputy Kisner on August 2- I had a deputy check these bikes a couple days ago. He couldn't find any serial numbers on them, but said that the seats from all of them had been removed. The folks from the Morgantown Bike Board may be correct. It just seems strange that anyone would just leave bikes there over such a long period of time. We CAN'T confirm they've been stolen, so at this point, we can't take them. One suggestion is, have your maintenance folks lock them up and see if you get any calls from the owners. Hello, I’ve recently met with the Morgantown Bicycle Board at their July 12 meeting regarding promotion and advocacy for Open Streets style of events in and around the Morgantown area. We had a very positive discussion about the potential we have in Morgantown for recurring events focused on bicycle and other pedestrian traffic in downtown and surrounding neighborhood streets. We also covered a number of previous discussions and individuals who have been instrumental to bringing this topic up in the past and understand this is not a new concept, and would like to work together to build a broader coalition. I've been collaborating with Jonathan Rosenbaum of Positive Spin in the interim and your name or your group has come up as a potential partner and advocate for a broader coalition in the Morgantown area. We need your help to build support and organize a formal working group to bring an Open Streets event series to Morgantown and surrounding neighborhoods. We have a very vibrant, strong, and growing community in Morgantown. Open street style events have the potential be great attractions for local and regional participants of every age group and interest for all pedestrian traffic on open streets. They also reinforce other working group efforts to bring unity between communities through arts, small business, and community collaboration while highlighting individual neighborhoods and commerce downtown. These points are the focus for discussion with you and/or your group at your next regular meeting, or a time where we can all meet to discuss as a group: - Develop a plan for community-based, organized and executed bicycle and foot traffic public events mirroring larger city events like Atlanta Streets Alive and Open Streets Pittsburgh to include: - - Daytime, multi-part community rotating street festival that encourages pedestrian foot traffic, bicycling, and skating with vendors and businesses on city streets and neighborhoods - Evening time pedestrian course with emphasis on community interaction, connection of neighborhoods, artistic expression and movement, and light-based decoration of bicycles and other creative lanterns or devices -- rail trail is an obvious and non-intrusive option - Examples of inspiration: Atlanta Streets Alive <http://www.atlantastreetsalive.com/>, Atlanta Moon Ride <http://atlantamoonride.com/>, and OpenStreetsPGH <http://openstreetspgh.org/> - Project framework: Open Streets Project <http://openstreetsproject.org/> - Develop strategies to over come challenges in permitting/budget and other area, align to existing events and working groups, sponsorships through leading entities in our region, promotion and advocacy partnerships, and understand how and what is possible to achieve these events on a regular cadence In the examples linked above, these types of events are proven to draw crowds and attention, and bring interconnected communities closer together. Now is the time for Morgantown to adopt more of these events, to compliment and expand upon the success of events such as Kids Day downtown. Events like these also reinforce the positive message of being green through cycling, reinforcing pedestrian traffic in high volume vehicle areas, and highlight the need for pedestrian safety in a positive and interactive setting. This last point is especially important given deadly accidents involving pedestrians in the last couple of years in Morgantown. We are working to carry the same message to other board meeting(s), groups, and leaders to solicit a broader coalition of stakeholders. Jenny, Awesome, awesome feedback and energy. I'm very inspired and reassured by the support of this group and welcome additional feedback and ideas of how to proceed. Sunday and low traffic makes a ton of sense. At the bike board we also discussed the Friday rides and the night lantern or light ride/walk event may work out very well on the trail (and the Greenmont connector all the better!) I spoke with Bill briefly at the Kern's Bridge opening on Saturday and he suggested also bringing this to the meeting of the whole. This way, leaders from each neighborhood association can hear about this proposal and perhaps start the conversation about starting location for inaugural event and options to rotate. Alternatively, we also have the Ped and H&W meetings to invite conversation and I'm happy to meet directly with neighborhood leaders at their regular meetings as well. Bicyclist Fatality

This news was posted on BB's Facebook page, but I am sharing it here for those who do not monitor FB: http://morgantownwv.gov/CivicAlerts.aspx?AID=138&ARC=204 - On July 6,2018 at approximately 11:15 p.m. officers of the Morgantown Police Department as well as the Morgantown Fire Department responded to Earl Core Road (WV Rt. 7) in reference to a hit and run involving a person on a bicycle. Based on a preliminary investigation and witness statements, a male was riding a bicycle west on Earl Core Road when he was struck from behind by a motor vehicle traveling in the same direction. The vehicle continued traveling west on Earl Core Road ( WV Rt. 7) toward the downtown area. The bicyclist received serious injuries and was transported to Ruby Memorial Hospital. At 5:37 a.m. on July 7 the bicyclist, Divante Coles [1], a 20 year old male from Morgantown, was pronounced deceased due to the injuries received in the crash. The vehicle involved is described as a dark, possibly black Chrysler/Dodge sedan. The vehicle should have front end damage with the driver's side headlamp not functioning. Police are continuing to investigate this incident and will provide updated information to media sources as it becomes available. Anyone with information regarding this incident is asked to contact the Morgantown Police Department at 304-284-7522. If you need immediate Police attention or a crime is in progress call 911.
