Hello Board! Hope you all had a swell Thanksgiving. Please find the attached agenda and open action item list for our meeting this Thursday. I encourage you to ruminate on some of the more existential topics beforehand. We've had some major successes recently and are, in my mind, witnessing a shift in distributed work on bicycle-related projects in our community. Tomorrow Chip, Derek, and Jonathan Whitmore will accompany Damien down to Charleston to accept the 2015 TAP Grant proposal that we've just been awarded for the 705 shared-use path project. And, as Mr. Whitmore announced earlier, our community has recently been re-certified by the League as a bronze level bicycle friendly community. FY 2017 TAP Grant Options

Hello Board, Damien and I had a meeting on Thursday to discuss bicycle-related TAP grant possibilities for this year (intents to apply are due November 15th). This email serves two purposes: to remind Damien and I what we talked about and to continue to review those options with y’all. In no particular order, what’s currently on the table: White Park / Rail-Trail Connector on Don Knotts, Collins Ferry Sidewalk, Mon Blvd Climbing Lane Increased Funding, Campus Connector / Grant St Trail, WV 705 roundabout tunnel, and the Jones Bypass. Please see my attachment for descriptions of the projects and some relevant diagrams. We are soliciting your input. Keep in mind -- the intents to apply are due November 15th. If we are to convince WVU to apply for a TAP grant or two, we need to get on that! Best, Drew

If anyone is interested in riding with 13 or 14 elementary schoolers, our #fRideDay ride can always benefit from an additional chaperone or two. We ride over from 233 Wagner Road at 3:00 or meet at Mountainview Elementary at 3:20/3:25 for the 3:30 departure back to Wagner Road. We generally have two distinct groups based on strength/speed. We have all grade levels from K to 5th. Hi all, Please keep in mind about our approaching deadline (November 18th, 2016) for the WVDOH Transporation Alternatives Intent-To-Apply (ITA). I've attached the FY14 and FY16 ITAs so you can review them and see what information we'll likely need to enter. They're not lengthy forms, but we need to evaluate which project folks want to see completed. Yesterday, at a lunch meeting Drew mentioned a few projects that we could pursue. Once there is a consensus, I'll gladly work to help get the project info onto the ITA online. There was even some discussion about trying to apply for a few projects (likely by different applicants, but related to projects we'd like to see) Drew, can you coordinate with everyone to decide on what project(s) we should prepare ITAs for? For your convenience, a direct link to the page is http://dohgrants.wv.gov/ Account/LogOn.The application process has two phases: an Intent-to-Apply (ITA) Phase and an Application Phase. All applicants must first complete and submit an online ITA for the project for which funding is sought. If the ITA is approved by the WVDOH grant staff, then the applicant will be allowed to complete and submit an online Application beginning November 1, 2016. No paper ITAs or Applications will be accepted. Instructions for the completion of the ITA and Application can be found at the website listed above. *Please take note of the following innovations instituted during the previous grant cycle*: 1. Applicants may apply for the following phases either individually or together, as follows: a. *Design Phase*. The applicant may apply for a Design Phase award in order to fund the full development of the design plans and National Environmental Protection Act (NEPA) clearance. This approach would provide the applicant with a more accurate estimate of funding needed for the Construction Phase; in addition, potential problems that may slow or even render a project infeasible could be identified during the Design Phase. This method also applies to projects in the early planning stages, i.e., those projects that are not yet mature enough in concept for Construction Phase funding to be estimated and thus awarded. Applicants whose projects are determined feasible following the Design Phase would then be encouraged to apply for a Construction Phase award in a subsequent grant cycle. Having full designs approved by the WVDOH would increase the likelihood of a Construction Phase award. b. *Construction Phase*. Should an applicant wish to design the project using the applicant’s own funds and/or staff prior to submitting the application for a Construction Phase award, this is allowable as well. This option will also improve the chances of the Application for a Construction Phase award being recommended since the design, cost estimate and materials information necessary for NEPA evaluation will be on hand, making it likely that the project could move quickly into the Construction Phase. c. *Design and Construction Phases*. Applicants who believe they have a project ready for development may combine Design and Construction Phase funding requests in a single Application. Previously- funded projects moving into the next phase, and projects that have already been subjected to a feasibility study are two examples of such projects. If, upon review, WVDOH staff believes that the project should be developed through the Design Phase prior to awarding Construction Phase funds, an adjusted amount of funding may be awarded to complete the Design Phase. In this case the applicant would be encouraged to apply for a Construction Phase award in a subsequent grant cycle. d. *Right-of-Way Phase*. Applicants wishing to secure grant funding for the purchase of a rail corridor or historic transportation facility may apply for a Design, Right of Way, and Construction Phase award in a single Application. However, due to the lengthy time to obtain a fair market value appraisal and to complete the negotiations that accompany property purchase, we encourage applicants to apply only for the initial purchase of the property, and then for Design and Construction Phase awards in subsequent grant cycles. 2. Potential projects located within Economically Distressed Areas or At-Risk Areas as defined by the Appalachian Regional Commission (ARC) are eligible for 100% Federal funding. Please follow the link below to see if your potential project site is located in either an Economically Distressed Area or an At-Risk Area. Drew, Here is the announcement for the 2017 Transportation Alternatives and Recreational Trails Grants. The Intent-to-Apply is due before 5pm on November 18th. This should be discussed at the next meeting to determine if we're going to seek more funds and for what projects in relation to the Bike Plan or other BB projects. As a side note: Assuming that the 2016 grant is awarded, the City will have over $600,000 available for cycling projects including Shared Lane Markings, Bus/Bike Shelters, crosswalks, bike lanes, and some related infrastructure. If that happens, I'd think in the near future we could actually see some cycling projects implemented. Does anyone know when the 2014 funds need to be spent? Drew, would you mind if I asked my WVDOH contacts that I've worked with on the grants? For your convenience, a direct link to the page is http://dohgrants.wv.gov/Account/LogOn.The application process has two phases: an Intent-to-Apply (ITA) Phase and an Application Phase. All applicants must first complete and submit an online ITA for the project for which funding is sought. If the ITA is approved by the WVDOH grant staff, then the applicant will be allowed to complete and submit an online Application beginning November 1, 2016. No paper ITAs or Applications will be accepted. Instructions for the completion of the ITA and Application can be found at the website listed above. *Please take note of the following innovations instituted during the previous grant cycle*: 1. Applicants may apply for the following phases either individually or together, as follows: a. *Design Phase*. The applicant may apply for a Design Phase award in order to fund the full development of the design plans and National Environmental Protection Act (NEPA) clearance. This approach would provide the applicant with a more accurate estimate of funding needed for the Construction Phase; in addition, potential problems that may slow or even render a project infeasible could be identified during the Design Phase. This method also applies to projects in the early planning stages, i.e., those projects that are not yet mature enough in concept for Construction Phase funding to be estimated and thus awarded. Applicants whose projects are determined feasible following the Design Phase would then be encouraged to apply for a Construction Phase award in a subsequent grant cycle. Having full designs approved by the WVDOH would increase the likelihood of a Construction Phase award. b. *Construction Phase*. Should an applicant wish to design the project using the applicant’s own funds and/or staff prior to submitting the application for a Construction Phase award, this is allowable as well. This option will also improve the chances of the Application for a Construction Phase award being recommended since the design, cost estimate and materials information necessary for NEPA evaluation will be on hand, making it likely that the project could move quickly into the Construction Phase. c. *Design and Construction Phases*. Applicants who believe they have a project ready for development may combine Design and Construction Phase funding requests in a single Application. Previously- funded projects moving into the next phase, and projects that have already been subjected to a feasibility study are two examples of such projects. If, upon review, WVDOH staff believes that the project should be developed through the Design Phase prior to awarding Construction Phase funds, an adjusted amount of funding may be awarded to complete the Design Phase. In this case the applicant would be encouraged to apply for a Construction Phase award in a subsequent grant cycle. d. *Right-of-Way Phase*. Applicants wishing to secure grant funding for the purchase of a rail corridor or historic transportation facility may apply for a Design, Right of Way, and Construction Phase award in a single Application. However, due to the lengthy time to obtain a fair market value appraisal and to complete the negotiations that accompany property purchase, we encourage applicants to apply only for the initial purchase of the property, and then for Design and Construction Phase awards in subsequent grant cycles. 2. Potential projects located within Economically Distressed Areas or At-Risk Areas as defined by the Appalachian Regional Commission (ARC) are eligible for 100% Federal funding. I live at 491 Wilson Avenue. I am a Morgantown bicyclist, a member of the Morgantown Municipal Bicycle Board, former chairman of the Bicycle Board, former member of the Metropolitan Planning Organization Citizen Advisory Committee and former member of the Morgantown Traffic Commission. I am also a certified bicycling instructor. I am here today to provide some context that will hopefully encourage you to vote yes on the Bicycle Storage zoning text amendment. Nationwide, making communities bicycle friendly has been demonstrated to improve the communities safety, health, property values, business climate and social climate. For the past 4 years, Morgantown has been the only West Virginia community recognized by the National League of American Bicyclists as a Bicycle Friendly Community. Over the past 4 years, Morgantown has made progress implementing the Greater Morgantown Bicycling Plan that City Council unanimously adopted in 2012. Clearly, more people of all ages and appearances are riding bicycles in Morgantown today. Last month, the Bicycle Board submitted a Bicycle Friendly Community award renewal application. We are moderately confident that we will at least keep our bronze status. Last week, I attended the new I-79 exit 123 ribbon cutting ceremony. Eldon Callen; University Town Center developers; Governor Tomblin; Oliver Luck and WVDOH Commissioner Paul Maddox all stated that the success of that $22M project was the result of continuous leadership and communication, coordination and collaboration among all key stakeholders. From the beginning of that project, the Bicycle Board was represented on the MPO CAC and accommodating bicyclists was in the project plan practically from the beginning. Now, there are Shared Lane Markings, Share the Road signs and a Bike Lane over there. The same kind of leadership and communication, coordination and collaboration that realized that new bicycle friendly interchange will be required in any development and any transportation project in Morgantown. The leader and the key stakeholders must be able to see their project with a cyclists eye view. Is there a safe and convenient place to store my bike? Is there a quick, easy and safe route to my destination on which I wont get harassed? Is there a safe and convenient place that I can park my bike when I get there? Is there a place that I clean up before my meeting or my class or shopping? If a cyclist doesnt have positive answers to questions such as these, he or she will probably not ride the bike but rather choose a means of transportation that provides positive answers. Today, in Morgantown, it looks like the single occupancy motor vehicle provides the best solution. However, we are gradually making strides towards making bicycling more attractive. We have short-term bicycle parking throughout the WVU campus and on High Street and Walnut Street. All our busses have bike racks. All the PRT stations have bike racks. We have a grant for applying Shared Lane Markings and Bicycles May Use Full Lane signs throughout the City and for providing sheltered bicycle parking at bus shelters. Bicycle storage is required for developments of significant impact in the downtown business area. Passing the Bicycle Storage zoning text amendment will move us one step closer to making bicycling irresistible in Morgantown. Ped Board 8/29 minutes

I took an action item from this Thursday’s (9/1) BB meeting to distribute the Pedestrian Safety Board’s 8/29 meeting minutes. They are attached. Drew attended the meeting and discussed many PSB activities that intersect with BB activities. For example: The PSB is alarmed by bicycling on sidewalks downtown and has particularly asked the BB to get Jimmy Johns delivery cyclists under control. See minutes for more. Dan Shook is heading up a WVU Safe Communities project that is intended to make Morgantown safer for walking and bicycling. The PSB is planning to meet with City Council to discuss pedestrian and bicycle priorities with new City Manager candidates. WVU installed a sign in the middle of the future Mon Blvd Bicycle Climbing Lane without getting permission from anybody. Amy Boggs with the Governors Highway Safety Program funded the printing of 3,000 ped safety flyers. We need to comment on the proposed alternatives for the Collins Ferry, University Av., Baldwin St. intersection.
