Infrastructure projects for grants

At the 12/3/15 BB meeting, I took an action item to identify infrastructure projects for which to apply for grants. The top 3 are: 1. Bicycle lane on both sides of WV 705 from Willowdale Road to Mileground Road. 2. Campus Connector from Grant Avenue to the WVU Evansdale campus. 3. Health Center Connector from old North Fire Station to Law School, Health Center, University Park and Mountaineer Field. These were Engineering recommendations in our 2012 Greater Morgantown Bicycle Plan. In the attached Excel file, I sorted all the Engineering projects in order of the priority that they had in the Bicycle Plan and then marked in bold font those that are not already being addressed or are not exactly infrastructure projects. Some of this is arbitrary and others may disagree. I added a column of comments to explain my recommendations. Of course, this is only useful if we apply sufficient BB resources to win grants. Frank

Hello all! Welcome to winter! (??) I received a number of comments regarding December's minutes and I wanted to thank all of you who reviewed them and sent suggestions for expansion or clarification. Please see the updated verbiage for December minutes, filled with all kinds of good formatting to ease reading. Also, our January meeting is next Thursday, the 7th. Chip and I compiled the attached draft agenda; please review it and send suggestions to me. I will issue the finalized agenda by this Thursday, New Year's Eve. Note: we have two guests who will join us in the first part of our meeting. Also note: there are "read-aheads" which I will issue with the finalized agenda on Thursday. I've got a story to tell: New Traffic Infrastructure In Morgantown, WV

Hello folks! I had a stroke of inspiration to use a school assignment for our cause. I was tasked with a digital storytelling project and decided to put something together for our sharrow education campaign. I'd love your feedback on it and, if you think we could use this format for other topics, a list of some new ideas. I used a program called Adobe Voice to create it, and rather than send you all a 100mb file over email they graciously hosted it on their site (note: I currently limited viewing to those who have a link so please don't spread this too far before everyone gets a chance to chime in). I am particularly interested in hearing from you if you would be hesitant to publish this -- WVU libraries saw it (my professor is a librarian) and they were hoping to publish it on their pages / youtube account. The student population in Mon County is growing, Elementary school in Suncrest being expanded. > b. A CDC Study (MMWR 2005) indicated that threats of violence is not the biggest deterrent to students walking to school. Rather it is distance (61.5%), traffic related danger (30.4%), weather (18.6%), crime (11.7%), and school policy (6.0%). > c. Former Mayor Selin indicated that each and every school has housing nearby that will have young people interested in and able to walk to school. > d. The Mon County Schools currently invests $240k annually to traffic control (crossing guards). > e. Consolidated schools make commuting more difficult. However, the Board of Ed is willing to install sidewalks on their properties. > f. An interest exists in having Suncrest Primary School connect to trail, although there is a concerned about the steepness of hill going down to the trail. The School Board would want to meet ADA requirements. It is possible that if Collins Ferry Road were to be made more walkable, which might quality as an alternative route for people with disabilities. Bill Reger-Nash reported that MRTC and the Bicycle Board may have procured a grant to upgrade Collins Ferry down to the trail. > g. Chairman Cross indicated Timberline Apartments interested in accessing the trail. Dr. Devono was not aware of any overture being made to the School Board about working cooperatively to develop a trail with switchbacks behind Timberline and the Suncrest School. > h. Dr. Devono reported the Mon County Schools Clerk of Works met with Ella Belling and trails committee to discuss this linkage. > i. The Federal Department of Energy seems to own land that Collins Ferry crosses. > j. Eastwood School has $50k for infrastructure, some of which can be devoted to sidewalks. It was suggested to use the MPO engineer to assist the schools with doing an audit of the area for walking/biking. > k. Bill Austin reports that DOH is installing a sidewalk from Hartman Run Road to the Eastwood School. > l. Bill Reger-Nash suggested that a need exists for a Mon County Schools Safe Routes to Schools Committee to work on these issues. Dr. Devono indicated there is a Mon County Schools Safety Committee (one countywide and one in each school) that might serve that function. > m. Concern was expressed about parents and students willingness to walk to school. It was suggested that a social marketing campaign is an avenue to change knowledge, values, attitudes, behaviors, policies and environments. > n. Timeline to complete material and report is May 30, 2016. > b. Focus on identifying and publicizing safe sidewalk routes within the city > c. The plan details walking routes throughout the city. > d. There is a favorable increase in student housing density in the city which can ultimately alleviate traffic congestion as there is less need for private automobiles. > e. Passed by unanimous voice vote *III. **-**Guest speaker Dr. Frank Devono, Superintendent, **provided informative perspective on the Mon County Schools and walkability * *a. **The student population in Mon County is growing, Elementary school in Suncrest being expanded. * *b. **A CDC Study (MMWR 2005) indicated that threats of violence is not the biggest deterrent to students walking to school. Rather it is distance (61.5%), traffic related danger (30.4%), weather (18.6%), crime (11.7%), and school policy (6.0%). * *c. **Former Mayor Selin indicated that each and every school has housing nearby that will have young people interested in and able to walk to school.* *d. **The Mon County Schools currently invests $240k annually to traffic control (crossing guards). * *e. **Consolidated schools make commuting more difficult. However, the Board of Ed is willing to install sidewalks on their properties. * *f. **An interest exists in having Suncrest Primary School connect to trail, although there is a concerned about the steepness of hill going down to the trail. The School Board would want to meet ADA requirements. It is possible that if Collins Ferry Road were to be made more walkable, which might quality as an alternative route for people with disabilities. Bill Reger-Nash reported that MRTC and the Bicycle Board may have procured a grant to upgrade Collins Ferry down to the trail. * *g. **Chairman Cross indicated Timberline Apartments interested in accessing the trail. Dr. Devono was not aware of any overture being made to the School Board about working cooperatively to develop a trail with switchbacks behind Timberline and the Suncrest School. * *h. **Dr. Devono reported the Mon County Schools Clerk of Works met with Ella Belling and trails committee to discuss this linkage. * *i. **The Federal Department of Energy seems to own land that Collins Ferry crosses. * *j. **Eastwood School has $50k for infrastructure, some of which can be devoted to sidewalks. It was suggested to use the MPO engineer to assist the schools with doing an audit of the area for walking/biking. * *k. **Bill Austin reports that DOH is installing a sidewalk from Hartman Run Road to the Eastwood School. * *l. **Bill Reger-Nash suggested that a need exists for a Mon County Schools Safe Routes to Schools Committee to work on these issues. Additional Rack at Oakland Hall/University Park

Hi Bike Board, Just wanted to send an update that an additional bike rack has been installed beside Oakland Hall along Oakland St. to alleviate some of the crowding of the previous rack and cut down on bikes being chained to light poles. Some BB members had discussed this location and included photos in a presentation. I've attached a photo of the rack. While it's not the inverted U design that is the WVU standard and which many of us prefer, it is there and installed! Thanks! Traci

I am happy that the City of Morgantown has repealed its FTR ordinance and only hope that the state, particularly WVCC will see the light. > BikeWalk NC Recommendation on Bicycle-Specific Stay-Right Laws > There are three fundamental problems with bicycle-specific stay-right laws as they have been proposed, enacted, and revised in ways that assign bicyclists inferior rights to marked travel lanes: > > Most marked lanes are too narrow for same-lane passing to be safe. The rule and its exceptions are presented backwards. > If a stay-right law does not make it clear that it is up to the bicyclist’s judgement to decide when to operate away from the lane edge, then bicyclists who employ defensive bicycle driving techniques face constant threat of citation or harassment by less knowledgeable police officers who have different opinions of where bicyclists should ride. > If a bicycle-specific stay-right law truly allows a bicyclist discretion on where to operate in a marked lane, it is unenforceable and unnecessary. > By comparison, the generic stay-right law addresses all vehicle types and provides equitable treatment for users of marked travel lanes. This raises the question of what, if any, valid motivation exists for a bicycle-specific stay-right law. It is quite rare for bicyclists to use a full lane when the usable width of that lane is truly wide enough for safe same-lane passing and such passing would be advantageous and appropriate under the conditions present. Rather, motorist complaints about bicyclists using a full lane almost always involve narrow lanes where same-lane passing would be unsafe. Bicyclists using a full lane in daylight are rarely involved in car-bike collisions, while most motorist-overtaking collisions involve bicyclists riding at the right edge of narrow lanes. For these reasons, BikeWalk NC opposes enactment of a bicycle-specific stay-right law or modification of the state’s existing stay-right law. > Frank
