All BB Members, *Can someone please take the lead on organizing the Black Bear photo for the Sarris contest?* I just need to move that off of my plate at least until after Wednesday. I would still be be open to actually taking the photo or bringing some props perhaps on Thursday or Friday, but I just don't have time until then. Jason from Black Bear requested that we *contact Mr. Sellaro* who owns/leases the property by asking: Can somebody from your board contact Jim Sellaro for permission? I will contact Jim and let him know to expect a call. He runs Sellaro Overhead Door service in Star City. Also, Damien Davis asked yesterday: Are you taking the lead on getting the photo taken at Black Bear? If so, will you *contact Aaron Stout* (412-287-1512). He is going to be managing the new location and is willing to help. He is working till 4:30, 5:00pm. Please call him after this time. Please let me know if you're acting on this to help us out! Bicycle Board Members, Please find attached a draft monthly report to the Traffic Commission and a draft agenda for next week's BB meeting. Please review these documents and give me your concurrence or your recommendations for changes. One item in the report to TC is that the City Manager is planning to review Bicycle Plan progress at the November 27 City Council Committee of the Whole. Do you think we should attend? In the agenda, I've allocated 75 minutes to topic #7 which is for leaders to get help from the BB on the projects that we listed on the flip charts at the last two meetings. To proceed on topic #7 in an orderly fashion, if you're one of the leaders that wants to talk with the BB about your project, please let me know by Monday how much time you want and the desired outcome. I will then issue a revised agenda with topic #7 divided up to give each of you a defined slot. You'll also notice that topic #6 is selection of new BB members. We have 5 vacancies: 1 City; 2 Greater Morgantown; 1 WVU Cycling; 1 Youth Commission. It would be nice if all candidates for membership attended the meeting. Frank D. Bicycle Board Members, As far as I know, we have the following candidates for new BB members: Emily Vasile Eric Henrickson Aaron Stout Jing Zhang. Am I missing anyone? This Thursday, we'll be deciding new members to recommend to the Traffic Commission for them appoint. If you are a candidate, please attend the meeting Thursday, 6:30 pm Conference Room Public Safety Center. If you have a possible candidate or if you suggested one of the above, please invite them to attend the meeting. Candidates should be prepared to say why they want to join the BB and what they want to do on it. At this time you will only be able to complete and submit your Intent-to-Apply. The Application package is still under development, but will become available later in the fall as organizations complete and submit their Intent-to-Apply forms and receive authorization to complete and submit an Application package. As some of you may be aware, a new transportation bill (Moving Ahead for Progress in the 21st Century, or MAP-21) was enacted this summer resulted in deep changes to the WVDOH’s non-traditional grant programs. While WVDOH staff has read and attempted to interpret MAP-21, guidance has not yet been distributed by the Federal Highway Administration (FHWA). This has required the WVDOH to take a very conservative approach to the new bill; please be aware that future state and federal interpretations of MAP-21 may require revisions be made to WVDOH policies and procedures that are presently reflected in the Intent-to-Apply form. The important changes that an organization needs to be aware of before beginning the application process are: The Safe Routes to Schools Program (SRTS), which was a 100% federal program requiring no local funds, has been eliminated. A new eligible category under the Transportation Alternatives Program (more on that later) has replaced the SRTS program. Be aware that this now means, if you apply under the Transportation Alternative category similar to the former SRTS Program, a grant award must be matched at an 80/20 ratio, requiring a local match. The Transportation Enhancement Program (TE) has been replaced by the Transportation Alternative (TA) Program. TE-eligible categories have changed as well. “Funding for Bicycle and Pedestrian Education”, “Acquisition of Scenic or Historic sites” and “Transportation Museums” are no longer eligible categories. The MAP-21 TA eligible categories include: ‘‘(A) Construction, planning, and design of on-road and off-road trail facilities for pedestrians, bicyclists, and other non-motorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other safety-related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990. ‘‘(B) Construction, planning, and design of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs. ‘‘(C) Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, or other non-motorized transportation users. ‘‘(D) Construction of turnouts, overlooks, and viewing areas. ‘(E) Community improvement activities, including— ‘‘(i) inventory, control, or removal of outdoor advertising; ‘‘(ii) historic preservation and rehabilitation of historic transportation facilities; ‘‘(iii) vegetation management practices in transportation rights-of-way to improve roadway safety, prevent against invasive species, and provide erosion control; and ‘‘(iv) archaeological activities relating to impacts from implementation of a transportation project eligible under this title. ‘‘(F) Any environmental mitigation activity, including pollution prevention and pollution abatement activities and mitigation to— ‘‘(i) address stormwater management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff; or ‘‘(ii) reduce vehicle-caused wildlife mortality or to restore and maintain connectivity among terrestrial or aquatic habitats.’’ The Recreational Trails Program is the least changed of the WVDOH non-traditional grant programs. The major changes are that all grant funding is now lumped together under the TA Program when apportioned by the Federal Highway Administration; a portion is then set aside for the Recreational Trails Program (while the remaining Transportation Alternative Program funding goes to the other types of Transportation Alternative projects). The application process itself has also changed. There is now one Intent-to-Apply format and one Application format. You will be asked if you are applying for Recreational Trails Program funding; if that box is checked, then a set of questions relating only to that program will appear. If you do not check the box, the application is recognized as a Transportation Alternative project. In addition, the eligibility of organizations that have applied to the WVDOH non-traditional grant programs in the past has changed considerably. Eligible organizations include: local governments; regional transportation authorities; transit agencies; natural resource or public land agencies; school districts, local education agencies, or schools; tribal governments; any other local or regional governmental entities with responsibility for or oversight of transportation or recreational trails (other than a metropolitan planning organization or a state agency) that the state determines to be eligible. The most significant change is that the State DOT, state agencies in general and non-profits may no longer be eligible sponsors. The WVDOH encourages organizations that now find themselves ineligible under MAP-21 to partner with organizations that are eligible; this is the only way that ineligible organizations under MAP-21 can continue to participate in the non-traditional grant programs. There is only one set of dates for the submission of the Intent-to-Apply and the Application package: all Intent-to-Applies will be due by November 15, 2012, and all Application packages will be due by February 15, 2013. Bike Board Members, We received very little interest in the Building Blocks for Sustainable Communities bikeshare program. Our intent was to get community, city, stakeholders to sign our Letter of Interest to the EPA to show support and willingness to attend a 1-2 day EPA-hosted workshop on planning a bikeshare program for Morgantown. Only Nick Hein said he would like to be included. Thanks Nick! After discussion with Traci, Butch, and Emily, we decided to skip calling folks to convince them to support us since we had already emailed them twice. I really want to thank Traci, Butch, Damien, Emily, Nick, and Frank for their help with this. We plan on gathering more data and filling out a significant portion of the questions we'll need to answer for the Letter of Interest, assuming we opt to try again next year or have the same opportunity next year. If we do some of the legwork now, it will be ready for folks next year, and we can use our gathered knowledge to educate our stakeholders first before sending them a request to sign the Letter of Interest. Bicycle Board Members, Please give me your thoughts on this by Monday. DOH is probably ready to stripe the bridge so I'd like to respond no later than Monday. Basically, they're not going to do anything different than they originally planned. Except perhaps that they've decided on 11-foot travel lanes with 4-foot shoulders whereas what Bryan said a first was 11-12 foot travel lanes and 3-4 foot shoulders. Since 4-feet is narrower than the AASHTO recommended minimum for a bike lane and since an 11-foot travel lane is not wide enough for a bicycle and motor vehicle to travel safely side-by-side, I'm inclined to ask them to install R4-11 (Bicycles May Use Full Lane) signs as recommended in the 2009 MUTCD on the bridge and along the roadway all the way to the traffic light at I-68. I'm sure they expect bicyclists to ride on the shoulder and I expect most of you think that's fine. If so, I will simply respond to Bryan with thanks for consideration. Marion adding 20-miles to our planned route; making it a 75-mile ride that probably discouraged some from attending. We plan to have an annual ride up to Kean's memorial at the top of Mud Pike. Good morning Terrence, This would seem to be a most opportune time to install the Mon Blvd. bicycle climbing lane along with the no parking signs. Since the no parking signs will not extend below the PRT track, we are concerned that now cars will park on the the shoulder below the PRT track and block the bike lane. For bicyclist safety, the most critical segment of the bicycle climbing lane is from the curve to the top of the hill. One item that has been delaying installation of the bike lane has been a traffic operations plan that now seems superfluous. If I were given 11' with 4' shoulder, I would ride 6" to left of white line, still enough room to pass at 25mph (I'm guessing that's the speed limit?). Some drivers will expect me to have been on the shoulder, but nothing to do there. I rather disagree that 14' would encourage higher speeds, as 11' is already a "super highway" IMO when I'm driving in WV. A quick google search yielded this document, which I noted a couple things. http://www.arlingtonva.us/Departments/CPHD/forums/columbia/pdf/lane_width.p… 2nd to last para on page 3 says "A traffic lane used by buses should be no narrower than 12 feet in width." Multiple studies cited in the article show around a 1mph reduction in speed per 1' of land width reduction, with studies centered around 13' lane width. I interpret that as fairly inconsequential. Given these factors, with the aspect of the crown preventing off centering, I would suggest the uphill side to be striped to 13' with 2' shoulder. The downhill side can match, or be as was proposed. 13' is certainly shareable in practicality, whether AASHTO says its 14' or not. I should measure these roads up here. Thanks for following through on this Frank. I agree with everyone else who said the "share" signs should extend all the way to I68. Ryan assumed the speed limit would be 25mph on the bridge, probably not. It's 35 on the rest of the road - and often ignored. Been riding on I68 this week, it's really not much different than 857 in overall risk and unpleasantness. Kind of a bugger having to cross private property in 2 places though. So far no complaints from owners. They just poured the approach on the Mtown side this week so I should be able to ride all the way across after the workday. They've been turning me away when I try to cross during work times. To continue with that momentum, we feel the now is the best time to consider a bikeshare program in Morgantown. The technical assistance we plan to apply for with your support is offered through the EPA’s Building Blocks for Sustainable Communities Program. It will provide quick, targeted technical assistance to selected local governments and communities by using a variety of tools developed by the EPA. These tools have shown positive results in communities across the country to reach development goals, improve quality of life, and become more economically and environmentally sustainable.[2]<#13a56d5c15bfa34b__ftn2> The specific tool we are requesting is technical assistance in planning a bikeshare program. Frank, The suggestion of using the share the lane signs is good, experienced riders will take the lane and slower more timid riders may be inclined to use the shoulder--everyone wins. Yes – the signs placed today are in preparation for our Sabraton Stormwater Project. As I write, we are already adjusting the placement of the signs to allow more passage space for trail users. The immediate purpose of the signs is to urge caution in this area while we relocate water and gas lines in preparation for the stormwater project. The water/gas line work will NOT disrupt the trail, nor will it require detour of any trail traffic. Any new pipelines crossing the trail will be installed by boring beneath the trail. Proper precautions will be taken at all times to ensure public safety. The above preparatory phase of the work will take place now through mid November. Again, this immediate phase of the work will NOT disrupt the trail, nor will it require detour of any trail traffic. The actual work on the contracted Sabraton Stormwater Project is scheduled to begin in mid November, and will last approximately 1 year. Its impact on the Trail will be much shorter. The work will install a new box culvert along side of the Hartman Run stream, from Deckers Creek Blvd (Old Rt 7) to the point where the Hartman Run stream flows under Rt 7 at/near Hartman Run Rd. The contracted work WILL require an open excavation crossing Old Rt 7 and the Trail, and will utilize a short detour of the Trail. The exact schedule for that detour is not known at this time, but it will probably be used for less than a month, and will probably occur early in the project. The detour will loop the trail temporarily to the South, toward Deckers Creek, across Old Rt 7, and away from the work zone. The detour will be well marked, and in my opinion, due to the added caution signs will actually be safer than the existing permanent crossing at Old Rt 7. This subject work will be relatively small scale, from a trail users perspective, compared to other recent construction activities. But I hope that the above info demonstrates that we take Trail considerations seriously. As the emails below indicate, we have already begun coordination with the Trails Conservancy. We are also coordinating with City Engineer Terry Hough and BOPARC Director Mark Wise. Each of these folks will receive complete sets of our construction plans and a coordination briefing. In addition we are working today on a drawing to summarize the project, which we will post to our website. I will provide you a copy and a link as soon as they become available. The work will involve crossing the Trail, but the Trail will not be closed. That is a stipulation in our project scope with the Contractor and they must adhere to it. At some point, when the culvert is being constructed through the trail’s path, we will have a small detour around the work area that must be properly delineated, marked and maintained by the contractor. It should also be noted that you might see us working on a waterline project in the area near the trail right now to prepare for the culvert construction, but we will not be excavating across the trail. We will be installing the waterline by boring/drilling horizontally beneath the trail to keep it open. We apologize for any inconvenience and encourage you to let us know if there are any issues during construction. Deckers Creek Trail construction in Sabraton

Good evening, This morning when I rode on the trail MUB workers were putting up signs to mark construction. The worked I talked to said this will be a major project to improve storm drainage. The 2 concerns I have are: 1) The warning signs being placed on the trail are about head-level and only 6inches away when you ride near the edge of the trail. Is there a standard for the distance they should be from the trail edge? 2) I hadn't heard anything or seen anything on the MRTCA website about this. The worker indicated that the trail will be closed during part of the construction. Does anyone know for how long, and if there is a detour? Bicycle Board Members, Betsy has resigned from the BB. Traci has agreed to takeover as Secretary. Best wishes to Betsy in balancing her many ongoing and recently started endeavors. Thanks to Traci for consenting to expand her role to include BB Secretary. Please find attached a suggested agenda for this week's Thursday (10/4) BB meeting. Last month, we had an informal meeting at which those in attendance listed what they want to do in the next 12 months to accomplish the BB's mission and then other participants signed up to help them accomplish their objectives (see minutes). Since we didn't have a quorum last month's we'll continue to do that exercise. So... please come prepared to say what you want to do in the next 12 months to accomplish the BB's mission. (See procedural guidelines at http://bikemorgantown.com/Docs/2011.07.12_Bicycle_Board_Procedural_Guidelin… ) I'll bring the flip charts that we recorded last month and we can add to them. Change BB status on TC

Bicycle Board Members, At next Wednesday's Traffic Commission meeting, Christiaan Abildso, Pedestrian Safety Board Chariman will propose to the Traffic Commission to change it to the Transportation Commission and to make the Pedestrian representative (Christiaan) and Bicycling representative (me) voting members. We are currently ex-officio. Attached are a memorandum that he wrote explaining this and an ordinance that defines the Transportation Commission that should replace the ordinance that defines the Traffic Commission. We can discuss this at next week's BB meeting if you like. If I receive no response from BB members about this message or the attachment, we will assume that the BB concurs. Frank D.
