Agenda for next week's Bicycle Board meeting

Bicycle Board Members, This coming weekend, I will create the agenda for next week's regular monthly Bicycle Board meeting Thursday. Please reply to this message with anything you would want to include on the agenda. Please include how much time you'll need and the desired outcome. Besides the usual items, we'll probably have the following: 1. Education program update. 2. MPO conference plan. 3. Parking status and plan. No bike lane this year

Bicycle Board Members, We recently cleared all the hurdles to get WVDOH to approve the bicycle climbing lane on Mon Blvd when WVU formally agreed with removing parking from the shoulder there. Meanwhile, the engineering department re-estimated the cost of the bike lane at $20,000. The original estimate about a year ago was $10K. Then it climbed to $13K about 6 months ago for new City labor rates and now it's up to $20K because they now prefer to contract it out. I met with Dan Boroff last Friday to check on the status. He told me that the bike lane is a good project but the City can't afford it this year. City business and occupation taxes have been lower than expected during the first quarter of the 2010 impacting the City budgets. The project will need to be approved by City Council as a project with Capital Escrow funds at a future time (possibly next spring). I'm just guessing that $10-15K of the project estimate is labor. How many of you would be willing and able to spend 2 days installing the bike lane if the City provided the paint, equipment and 1 knowledgeable supervisor? Bicycle Board Members, What are your thoughts on this? What, if anything do you want to do with it? I was going to lead the MPO participants on a ride from downtown down the rail trail to 8th St. and then back to town and up the trail to the Green Bag Rd. where we'd discuss crossing hazards and then onto Marilla for free beer and goodies. Unfortunately, I ma not be able to do that so I need to know if anyone will take the lead on this. Recall the MPO makes the county wide transportation plan and the last version was the first to seriously address non-motorized transportation. This study assessed park use in Recife, Brazil, and differences in PA and occupation rates in public parks with and without the Academia da Cidade Program (ACP), which provides cost-free, supervised PA classes. The authors used the System for Observing Play and Recreation in Communities in 128 targeted areas in 10 park sites (5 ACP sites, 5 non-ACP sites) to obtain data on the number of users and their PA levels and estimated age. Each area was assessed 4 times a day for 11 days over a 4-week period. On the basis of systematic observation, ACP appears to be a useful strategy in promoting park use and PA among the population in Recife. Parra, McKenzie, Ribeiro, et al. THE LONGITUDINAL INFLUENCE OF HOME AND NEIGHBOURHOOD ENVIRONMENTS ON CHILDREN'S BODY MASS INDEX AND PHYSICAL ACTIVITY OVER 5 YEARS: THE CLAN STUDY. This study examined the independent contributions of family and neighborhood environments to changes in youth PA and BMI z-score over 5 years. In 2001, 2004 and 2006, 301 children had their height and weight measured, and PA assessed using accelerometers. In 2001, parents reported on the home environment (social support, role modeling, rules and restrictions, physical environment) and perceived neighborhood environment (local traffic, road safety, sporting venues, public transport), and Geographic Information Systems were used to map features of the neighborhood environment (destinations, road connectivity, traffic exposure). The results indicated that the home environment seemed more important than the neighborhood environment in influencing children's PA and BMI z-score over 5 years. EFFECT OF TEAMMATES ON CHANGES IN PHYSICAL ACTIVITY IN A STATEWIDE CAMPAIGN. This study reported the PA outcomes from Shape Up Rhode Island (SURI) 2007, a statewide campaign to increase steps through team-based competition. Given the importance of social networks in behavior change, this study focused on the effects of team and team characteristics on activity outcomes. For 16 weeks, 5,333 adults comprising 652 teams wore pedometers and reported their steps online. The findings suggest that team members influence individual activity outcomes in team-based statewide campaigns. In the current issue of the American Journal of Health Promotion, there an across-the-board review of the health effects of Qigong and Tai Chi that finds they offer many physical and mental health advantages, with benefits for the heart, immune system and overall quality of life. The review included 77 randomized controlled trials on Qigong or Tai Chi interventions published in peer-reviewed journals between 1993 and 2007, with 6,410 participants in those studies. The authors say that there is now a *stronger evidence base* than before for bone health, cardio-respiratory fitness, physical function, balance, quality of life, fall prevention and psychological benefits. An internet program from scientists at the Agricultural Research Service (ARS) Children's Nutrition Research Center at Baylor College of Medicine in Houston, Texas has helped some 8- to 10-year-old African-American girls make better food choices and be more physically active. As part of a preliminary study, the *Food, Fun, and Fitness Internet Program for Girls* uses culturally sensitive comic strips geared towards 8- to 10-year-old African-American girls to promote better food choices and physical activity. According to this new study, since 1994 there has been an increase in bicycling and walking, and a decrease in pedestrian and bike fatalities and injuries across the United States. Data from the 2009 National Household Travel Survey indicate that there has been an increase of approximately 25% in both activities, and a 22.3% decrease in fatalities. The program will officially be launched this fall. To ensure that it will be a comprehensive tool for all communities, PBIC is seeking communities for pilot testing. The city of Normal, Illinois received a $22 million TIGER grant (Transportation Investment Generating Economic Recovery) for a new city transportation hub. This program was created by the 2009 American Recovery and Reinvestment Act. The project brought Amtrak trains, city and regional buses, and taxis to one centrally located building. It also led to a new hotel and conference center, both in walking distance from the hub. Amtrak now lets you roll your bike on the train at Pittsburgh, Connellsville, Cumberland, Harpers Ferry, Martinsburg, Rockville, or Washington, DC. Thanks to David Bruffy, our own Mountain Line also provides exceptional bicycle accommodation on all their routes. Before long, maybe we'll be able to bicycle tour as in Europe where you can go jump on a train with your bike to go just about anywhere... or better yet, to get back from just about anywhere. We can make it happen! The amount of electricity produced is small. The university estimates that 3,000 people a day on 20 machines would generate 6,000 kilowatt hours a year, enough to power one small energy-efficient house in the Northwest. But it fits in with other sustainability projects, such as solar panels on the rec-center roof, and a sense of being green among students. Bike Parking at Top of Falling Run/Darst.

So me and DanC took a look see at the fine thing this morning. There it was, standing erect right beside the nice new bus shelter on that new slab of concrete. Nice and green. Then I went up to it and it wobbled. And I noticed washers on the ground. Freakin' thing was put in there using some heavy-duty screws (I remember using them for construction, forget the name) but definitely NOT concrete bolts or anchors. On further examination there are about 8 or more other holes drilled in the concrete, like the bolts didn't work last time, let's use the same crappy system in a slightly different spot. Saw a couple of the bolts snapped off, three were actually still in the concrete, so it appears that the washers were just a little too big and loose and the whole mounting plate just is able to come right out. So I didn't get a chance to lean my bike against it, I feared for my toes and bike and that point. I laid the post down, it needed to be put to rest. Simply amazing. Your reporter in the morning.
