The recent Forbes article referenced a study on energy efficiency at the state level conducted by the American Council for an Energy Efficient Economy.
Attached is a copy of that study.
The recent adoption of the 2003 International Conservation Code was reflected in our score.

If you look at the scores carefully, West Virginia received a total of 6.5 points out of a possible 44. 2 of those points were awarded merely for "proposing" a policy or rule to encourage interconnection for Combined Heat and Power facilities. Since the PSC staff have been "proposing" such rules for at least 10 years, one could seriously question whether WV merits these points, which would drop our position from the current 35th place, down to 44th place. But for this "proposed" rule, and the recent adoption of energy efficiency requirements in building codes, WV, West Virginia would rank dead last in energy efficiency.

Jim: I don't understand this ranking of 35th. I have a copy of a very recent Forbes article which ranks WV as 50th in the nation!! I've attached the article. It's based on six criteria: carbon footprint, energy consumption, water quality, air quality, wastes and state priorities. One thing very interesting about this article is that several of the top "green states" such as Maryland, New Jersey, New York etc. are states to which we will be exporting even more electricity, while we bear the environmental brunt. somehow they're getting the green status while we're paying the cost not only in the environment but in image as well. Will Reilly As far as the powerlines fight is concerned, it seems like we could really make hay of this 50th ranking as a green state, while those who buy our energy get the good publicity which could be used to attract tourists, retirees, green businesses, etc.!!
