Wind Energy SmartBriefThis does not include West Virginia. I would think that HCPs are location and habitat dependent. I wonder if a "regional" HCP that covers 8 states would be effective in all areas of those states. But it is a start. To my knowledge, USFWS has not yet developed an HCP for any clusters of wind turbines anywhere. - Frank -----------------------------------
Today, a group that includes the American Wind Energy Association (AWEA) and USWFS, signed an agreement to develop a plan that will outline measures to conserve threatened and endangered species that may be affected by wind farm developments. In particular, the plan calls for conservation of Indiana bats as well as other protected species in eight states including Indiana, Ohio, Missouri, Iowa, Illinois, Minnesota, Wisconsin, and Michigan.

"It is the industry's expectation that development of the regional HCP will streamline the permitting process, allowing effective conservation of wildlife and easing the service's administrative burden while also allowing for more wind energy to be deployed nationally," said John Anderson, director of siting policy for AWEA. a.. Rep. Upton: Environmental goals should go along with economic ones The goal of keeping the country's air and water clean does not need to go against the preservation of jobs and improvement of the economy, writes House Energy and Commerce Committee Chairman Fred Upton, R-Mich. Republicans are working on an energy policy that would reconcile economic and environmental objectives, Upton says. "We can do that with three sensible goals: stopping government policies that are driving up energy prices, expanding U.S. energy production to lower costs and create more jobs, and promoting an 'all of the above' strategy to increase all forms of U.S. energy," he writes.
