Totally garbled...but once you decipher it, sounds fascinating. More juice from less wind, less impact...what's not to like? Wish it had mentioned cost issues.

It's good to see that WVU is getting some serious manufacturing help, but don't forget the DIY Vertical Axis Wind Turbine:

Looks to me like it will still involve roads and clearing along the top of ridges and large concrete pads for the turbines, probably fences too. How is that less impact on wildlife and the environment?

Well, they require less wind power which may imply that they can be located in places besides high mountain top ridges or perhaps in places where the mountains have been torn down like MTR sites. You know why don't we just install these things on the top of trees and send the electricity via microwaves .. aren't we bombarded with microwaves every day anyways .. those who use cell phones?
That being said there is now great work being done on wave power, and it goes without mentioning that there are environmental considerations to take into account with this technology as well, but far better than if an oil tanker leaks in Alaska.
Ofcourse, solar power has issues associated with its manufacturing, and the list just goes on and on.
But considering the pros and cons and what the future holds for humanity, I have become a PIMBY.
