I have not seen or heard anything about this modification at the Albright power plant. While the amounts are relatively small, Albright is one of the oldest and dirtiest in the Allegheny fleet. Furthermore, they are quite close to both Dolly Sods and Otter Creek Wilderness Areas, meaning the even relatively small increases could lead to violations of Class I Air Quality Standards. Furthermore, our settlement agreement with Longview may be relevant, as Longview used up most of the allowable increment. Does anyone know what Allegheny is proposing?
