I think this is a wonderful idea that Carol has.. What's the best way to go about it? If we had federal primacy, maybe we could learn what and how much is being stored here in Kanawha Valley, that is, besides large quantities of MIC and no one knows how much phosgene.

Since DEP has staffing issues we could save the taxpayer some money by having EPA take over.
