The attached warning from UMRA (Upper Monongahela River Assoc) is not unexpected. The current hot dry weather has created low water conditions a little early this year.
The immediate action needed is from the WV DEP. If you have a moment, you might call Scott Mandirola, Chief of the DEP Dividsion of Water and Waste Management (304) 926-0495 and ask him to make an emergency rule. You could mention the stream conditions you see near you as your reason for concern.
And, if you are out and about and see any trucks with hoses in a creek, report them to Mandirola, take pictures if you can, and let me know.
