The difference is: A public "utility" can pursue public, civic values (like energy conservation and reduction of greenhouse gases). A private "utility" like Allegheny and AEP pursues maximum profits, until forced to do otherwise.

AEP has done a few items in Ohio but as soon as the state stops hounding them they stop the projects. They have done timed water heater does not save energy but helps level out load, they have also done water heater wraps, pipe wrap and some compact fluorescent. But only in limited markets the state mandated. But it goes back to one item more power usage more money.
