thanks for sending this Paul - I sent Briggs Cunningham at Washington College an email yesterday to find out more about their model and what from that model can help energy efficiency organizing in West Virginia small towns. If I don't hear back, I'll follow up with a phone call as I think there's some value in learning from what they're doing.
