I have a thick file here from the late 70's concerning the Coalition of American Electric Consumers, which initially sprung up to stop a pumped-storage hydro project in Virginia, but which eventually blossomed into a six-state coalition systematically taking on AEP in every public venue, with a coherent, comprehensive approach to conservation, rate reform, and more effective regulation. It was moderately successful, in my opinion, for as long as it lasted. Dave Grubb and I helped staff this in WV.
I have a couple of copies of their multi-colored general flyer which lays out their overall mission and strategy, if others are interested. I recently corresponded with Richard Austen, who lead this effort, and he would be willing to meet with some folks to review their history & tactics. Now that I'm retired, I would be very interested in helping as best I can.
