It is going to become important to craft a bill carefully to avoid what Don Blankenship calls "off-shoring of pollution". Approximately 25 % of China's greenhouse gas emissions come from factories producing stuff for export to the US. If those emissions are assigned to the US, we again regain our world leadership position as the biggest greenhouse gas emitter. A recent poll ranked global warming as the 20th most important issue (out of 20) facing the country. It is essential that any legislation create opportunities and new jobs, and not just regulations, off-shoring of pollution, and increasing costs.
