Yes, it sounds exactly as Bill was saying would happen. As part of the agreement Allegheny says it won't take advantage of the NIETC ruling, while they well know that as part of the agreement they have sweetened the deal in the same way they did with WVEUG here in WV. I was happy to see Burns from the Energy Conservation Council say "My values aren't negotiable and my principles don't have a price tag." Amen to that!
