National's assumption is that WV does not know about the settlement, and it is up to us to present this information to them in a way that is beneficial to all parties. The kit provides several of the tools. I will attempt to get a few transportation people involved on the next webinar that is targeting allies. If this is done correctly, it could potentially create a job for a coordinator, and matching funding. In WV, I believe a good area to target would be mass transit (buses). I am guessing that David Bruffy here in Morgantown would have a strong interest in realizing this.
Biking and walking does not qualify, although, I am going to find out if bicycles retrofitted with ZEV techology would qualify. I asked that question at the webinar, but they did not get to it.
