If you look at the scores carefully, West Virginia received a total of 6.5 points out of a possible 44. 2 of those points were awarded merely for "proposing" a policy or rule to encourage interconnection for Combined Heat and Power facilities. Since the PSC staff have been "proposing" such rules for at least 10 years, one could seriously question whether WV merits these points, which would drop our position from the current 35th place, down to 44th place. But for this "proposed" rule, and the recent adoption of energy efficiency requirements in building codes, WV, West Virginia would rank dead last in energy efficiency.
