But I'd like to take a couple moments to point you toward the piece by David Morris. There is a lot of debate right now about expanding the national grid. The rhetoric around it usually mentions that it will help renewable energy become more viable. But Morris points out some big differences between "smart grid" technology and an expanded national grid, which would actually aid big industry, like coal and not renewables. The devil is in the details as they say, and in this case, we'd better start paying attention to these difference quickly. As edited, this bill gives the utilities extra money to "endeavor" to implement efficiency programs without requiring results. It also paves the way for construction of new power plants and transmission lines by preventing energy efficiency from being counted as an alternative. Don't Let the Utilities Hijack Another Bill Ask your Senator and Delegate to strip out Dominion's language or oppose SB 1248 entirely. Act Now: Help Richmond get energy efficiency right, oppose Dominion's tweaks to SB 1248. Dominion Hand-Delivers New Language The efficiency bill in question is SB 1248 from Senator Northam. In its current form, it gives the utilities a 200 basis point enhanced rate of return (2% more than they normally get) on energy efficiency programs, without requiring that the programs produce measurable results. But it gets worse. Last night, Dominion hand-delivered new language to the Senate Committee, and told the Senators that Dominion would not accept any efficiency bills without it. This new language, called "Section F", would prevent regulators from treating energy efficiency programs as an alternative to building new generation or transmission. When Good Bills Go Bad SB 1248 is a part of the Governor's energy package and started out as a well-intentioned effort to increase energy efficiency in the Commonwealth. Unfortunately, we're only halfway through the General Assembly Session and this "energy efficiency" bill just keeps getting worse. The bill we are left with: 1.. Sets an efficiency goal that is not much higher than last year's goal. 2.. Pays investor-owned utilities an enhanced rate of return without requiring measurable results. 3.. Makes sure the SCC doesn't count a utility energy efficiency program as an alternative to building more power plants or power lines. The bill isn't forward progress. Please send a letter to your Senator & Delegate asking them to either strike Dominion's amendment or oppose the bill entirely. The bill is up for a full Senate vote some time today, and would then cross over to the House tomorrow. One good bill that didn't make it out of Committee was SB 1447 from Senator McEachin (it failed to meet Dominion's outlined criteria). Shows an interesting trend, continues to point out the decrease in mining jobs. Others have picked this story up, and there has been a negative response primarily pointing out that the numbers are not comparing apples to apples; ie, the wind jobs figure apparently includes "indirect" jobs, while the mining jobs figure does not. Urgent: AEP-UIC Comments Due today

Attached are my comments on the Underground Injection Control permit for Carbon Sequestration at AEP Mountaineer plant in Mason County. I apologize for the late rush, but there were a lot of technical issues with which I had a long learning curve. As far as I have been able to determine, this is the first time the Club has commented on a specific CCS permit. I have not taken a specific stand, for or against, and instead focused on how to improve the permit. The permit is for an experimental injection of CO2 amounting to about 3 % of the emissions from the Mountaineer plant (1300 MW, coal-fired), which sounds small, but it would be approximately 100,000 tons per year for four years. This would be injected into a saline aquifer 7,000+ feet below the plant. If you are interested in the application documents, draft permit, etc., Bill DePaulo has re-activated the link and these are now available at the address below. Why is Carbon Capture and Sequestration a Bad Idea? * Carbon Capture and Sequestration (CCS) is not a viable option to prevent catastrophic climate change. In a best case scenario, CCS wouldn't significantly contribute to a reduction in carbon emissions for at least 15 years, well beyond the time period in which we have to significantly curb our CO2 emissions. This particular permit will only capture around 1% of the plant's emissions. * CCS is an energy intensive process. For a coal-fired power plant to capture and sequester all of its CO2, it would require up to 40% of the plant's energy output. This means that while its capturing 1% of it's emissions, Mountaineer will also produce 0.4% more CO2 to maintain energy output levels and carbon sequestration, making the already minuscule amount of CO2 captured even less significant. * This decrease in efficiency will lead to increased coal consumption and mountaintop removal coal mining. * Capturing and sequestering carbon emissions from a coal-fired power plant will double the price of electricity from coal, making it more expensive than renewables like wind and solar. * The permit does not show the contours of the strata the CO2 will be injected into nor does it mention the flow of the water that is in the strata.
