These properties have varying levels of historic contamination, some already addressed, while others are still to be fully investigated. The appropriate steps to address the contamination at these properties will vary from site to site, depending on the nature of the contamination and intended reuse. Both companies sell technology that would benefit from an improved grid. GE has built one of the world's biggest wind-turbine businesses over the past few years, and Google makes computer software it says could help facilitate the introduction of more renewable energy to the U.S. grid. The announcement comes as Congress is considering separate legislation that would open new areas in the U.S. to oil drilling and renew federal tax credits for wind and solar energy that are due to expire at the end of the year. GE Chief Executive Jeffrey Immelt and Google CEO Eric Schmidt called on Congress to continue the renewable-energy tax credits. Wind energy was the second-biggest source of new electrical capacity in the U.S. last year, behind only natural gas, according to the American Wind Energy Association, a trade group. Still, wind power provides only about 1% of total U.S. electricity. Taking into account the benefit of the tax credit, the per-kilowatt-hour cost of wind energy has dropped over the past five years from about 15 cents to about eight cents, Mr. Immelt said, adding: "That makes wind very competitive with coal." But the tax credits have been short term, requiring Congress to renew them frequently. That has led to a boom-and-bust cycle in the wind industry that advocates say has hampered greater growth. Mr. Immelt has largely staked his legacy on GE's clean-energy efforts, a push the company calls "Ecomagination." The company has said revenue from that effort will grow to $25 billion in 2010, up from $6 billion in 2004, with products ranging from hybrid locomotives to wind turbines. Google hopes renewable energy can help it lower the costs of running its data centers, one of its greatest expenses. To that end, the Internet search giant has invested tens of millions of dollars in wind and other renewable-energy technologies. Last year, the company said it would invest hundreds of millions of dollars from its corporate and nonprofit arms in businesses working toward generating cheaper electricity. Beyond the tax credits, Messrs. "We have probably not explained it well enough," he said. Advertisers have expressed concern that the pact would lead to an increase in the cost of advertising brokered by Google. Extreme Behavior Global warming is expected to have a large effect on the amount and distribution of precipitation, with wet areas projected to become wetter and dry areas drier, and an overall increase in total rainfall. Another important aspect of these predicted changes is the frequency of extreme rainfall events, because the impact of a few heavy rain events is very different from that of many more moderate ones. Allan and Soden (published online 7 August) use satellite observations and model simulations to evaluate how climate warming is affecting the frequency and strength of rain events. Heavy rains are occurring with increasing frequency when it is warm and less often when it is cold, and these extremes are happening more frequently than models have suggested they should. This is a pretty important issue. The WV-DEP and local business leaders will cry a river about how unfair this is. But to protect the health of people in Monongalia County, we should urge EPA to implement the designation, and act quickly to require reductions in pollution emissions. We should also urge our locqal County Commission and City leaders to support the designation, because people should not have to hold their breathe waiting for cleaner air. Feds withdraw funding for Western Greenbrier Cogeneration Plant

I checked the Dept of Energy's Fact Sheet http://www.netl.doe.gov/publications/factsheets/project/Proj223.pdf and it says at the bottom of page 2, "Status: The Western Greenbrier Cogeneration Project was discontinued on June 14, 2008." The Gazette implies things were a bit weird. It says, "DOE dropped the project in mid-June, less than two months after they formally approved a loan of up to $107.5 million, according to federal records. The DOE action also came just a month after developers had obtained private funding to help complete a critical engineering report for other private financiers. DOE had never publicly announced the move, but agency officials confirmed the action in an e-mail statement Wednesday." The story goes on to say, "Wayne Brown, a spokesman for Western Greenbrier, said that a reporter's phone call was the first he heard of the DOE decision. "Well, that's news to me," Brown said. He added that the project's future seemed dim, given the lack of DOE money." Toward the end the story says, "Earlier this year, one local bank refused to continue extending payback dates for Western Greenbrier, and the state EDA [West Virginia Economic Development Authority] had to pay the $3 million of the loan it guaranteed, said David Warner, director of the EDA." So I guess that puts the State on the hook for $3 million.

Longview Cancels 49% Auction

Longview Cancels Auction An August 15, 2008 article states that the owners of Longview Pwer, LLC, First Reserve Corp. (90% owner) and GenPower Holdings (10% owner), cancelled the auction of a 49% minority stake in the power plant because several bidders wanted equal control. The article also says that the original financing agreement states that if the ownership changes, First Reserve must pay back $1.15 billion to Goldman Sachs. Now Longview will go for "mezzanine financing." Apparently they had abandoned this type of financing in June due to tight credit. The details are reportedly still being worked out, but they hope to close the new financing in September 2008. The article says Longview is expected to start up 2011, has a guaranteed heat rate of 8,564 Btu per kWh, and has a five-year contract with PPL EnergyPlus for 300 of the plant's 695 megawatts, with the rest being sold on a merchant basis "on the grid" into the western PJM market.

The Daily Mail article says the cooling water willl come from the Monongahela River (abnout a mile to the east". This implies that the intake will be in WV, contrary to the article in the Greene County paper last month. The article fails to mention the support from the WV Economic Development Office. I wonder if UMWA is happy with state support for a non-union, out-of-state mine? The first is August 8, 2008 Charleston Daily Mail: http://www.dailymail.com/Business/200808070355 . The other two are http://www.istockanalyst.com/article/viewarticle+articleid_2491731.html and http://www.redorbit.com/news/business/1515457/mammoth_power_plant_taking_sh… . It says Longview is a "sprawling" complex and "... the 10,000 tons of steel used in the boiler building and the 2,800 tons in the turbine deck were made and fabricated in China, shipped to Houston, then trucked overland to the construction site." How many West Virginia workers were in China for the fabrication, I wonder? Longview Power's general manager Charlie Huguenard claims that the project "is ahead of schedule and on budget. " I suppose that depends on which schedule and which budget you choose. .... certainly not the $940 million plant that will be online in 2007 budget and schedule we were told originally. Duane sent out a July 30, 2008 letter to this list from Longview's attorney (Leonard Knee) to the WV Public Service Commission that said, Longview is about 40% complete with the construction of the Power Plant. Most of the foundations have been constructed, and steel erection is well under way. To date, Longview has spent about $770 million of the anticipated $1.8 billion construction cost, About 550 craft workers are currently employed. By the end of the year, approximately 1500 craft workers will be working, with the number growing to about 2000 craft workers in 2009. Plant construction is ahead of schedule, and the plant is on track to be operational in the last quarter of 2010. It will be interesting to see if there ever will be 1,500 or 2,000 workers on that site. Nothing else they have said has come to pass. The photos in the article show the steel frame. A resident of the Fort Martin Community pointed out to me that no equipment (boilers, etc.) is on site, and wonders how the large equipment will be squeezed into the erected steel frame if it ever does get on site. Apparently, power plants are usually built one floor at a time with the equipment being installed as they go up with the steel. It doesn't look 40% done. The coal is apparently all coming out of Pennsylvania and will be delivered to the site by a 4+ mile conveyor and by truck. I assume there will be no WV severance tax on that coal (?). How does that work? - paula
