Saving the planet does a body good By Jim Snyder - 11/25/09 02:39 PM ET THE HILL'S Energy and Environment Blog Efforts to reduce greenhouse gases may not just head off catastrophic climate change. They could improve your health too. The medical journal The Lancet has published a _series of articles_ (http://www.thelancet.com/series/health-and-climate-change) on the health benefits associated with activities designed to address global warming. Global warming itself is seen as a threat to human health. It could reduce water supplies and lead to more severe weather patterns like hurricanes, drought and heat waves. But “appropriate mitigation strategies” will themselves have “additional and independent effects on health,” a summary of the series states. For example, replacing inefficient cook stoves in India would reduce indoor air pollution and decrease the incidence of respiratory infections in children younger than 5 years old and chronic respiratory and heart disease in adults 30 years and older. Walking more and driving less, meanwhile, could cut the rates of heart disease, stroke, cancer, dementia and depression. Daniel Carucci, vice president for Global Health of the United Nations Foundation, said the studies, “highlight the importance of the co-benefits of climate change mitigation on health and importantly suggest that the health outcomes of these strategies could be immediate and long lasting.”

Climate Change: Amid Worrisome Signs of Warming, 'Climate Fatigue' Sets In <NOBR>Richard A This September, the United Nations Environment Programme issued a report that, according to a UNEP press release, showed that "the pace and scale of climate change may now be outstripping even the most sobering predictions of the last report of the ... IPCC [Intergovernmental Panel on Climate Change]." In the foreword of the UNEP report, U.N. Secretary-General Ban Ki-moon delivered the intended take-home message: The report "is a wake-up call. The time for hesitation is over." In the run-up to next month's climate summit in Copenhagen, some researchers have argued that the worsening prospects for Earth's climate system make the negotiations all the more urgent. Others, however, say the picture since the IPCC report is more complicated than that—though no brighter. And some anticipated climate changes are actually behind schedule, at least for the time being, notes the U.K. Meteorological Office. Andreae4 The push toward cleaner air in Beijing before the 2008 Olympic Games was a vivid reminder of the need to control air pollution, not only in Asia but in many regions of the world (1). There is mounting evidence for particle- and ozone-related health effects (2, 3). Furthermore, ozone and aerosol particles affect Earth's radiation balance (4, 5): Many aerosols cool the atmosphere (a negative forcing), whereas ozone and black carbon aerosol have a warming effect (a positive forcing). There is thus a strong motivation for treating air pollution control and climate change in common policy frameworks (5, 6). However, recent model studies (7–9) have shown that changes in pollutant and precursor emissions, atmospheric burden, and radiative forcing are not necessarily proportional. Allegheny Energy's effort fails to satisfy all (http://buzz.yahoo.com/buzz?publisherurn=pittsburgh_tribu&guid=http://www.pi…) By _Rick Stouffer_ (mailto:rstouffer@tribweb.com) , PITTSBURGH TRIBUNE-REVIEW, Wednesday, October 14, 2009 Since 2006, Allegheny Energy Inc. has spent nearly $900 million on installation of emissions-control equipment at a single power plant — Hatfield's Ferry in Cumberland, Greene County. As installation of equipment known as scrubbers wraps up at the plant, environmental groups and the federal government are saying the Greensburg-based power company has made progress, but more challenges and costs are ahead. The scrubbers will remove 150,000 tons of acid rain-causing sulphur dioxide from the three-unit, 1,710 megawatt power plant, or about 95 percent of the pollutant it makes annually. In addition, the scrubbers will cleanse about 840 pounds of mercury, or 40 percent to 70 percent of the plant's annual discharge. Allegheny Energy is one of many power plant owners installing scrubbers. The U.S. Energy Information Administration estimates that scrubber additions nationwide are planned for power plants producing 139 million megawatts of electricity at an estimated cost of more than $30 billion. One megawatt of generating capacity powers about 800 homes. Even so, environmentalists are concerned that the new scrubbers at Hatfield's Ferry are merely transferring emissions from the air to the 1.7 million gallons of water returned daily by the plant to the Monongahela River. About 500,000 gallons of the water is scrubbers-related. "Our concern now is the permit that the state granted to treat wastewater at Hatfield's Ferry. They are discharging some heavy metals and other pollutants that previously would go up the stacks," said Phil Coleman, a board member with the Washington, Pa.-based environmental group Center for Coalfield Justice. This year, Coleman was party to an appeal filed by environmental groups Citizens Coal Council of Washington County and the Environmental Integrity Project, Washington, D.C., with the state Environmental Hearing Board. The appeal contests a wastewater discharge permit issued by the state Department of Environmental Protection that allows scrubber-related water to go back into the river. The groups claims the permit — which is being contested by Allegheny Energy as being too strict — is too lenient because it allows the company to discharge wastewater into the river with alleged high levels of pollutants. Allegheny Energy disagrees, pointing to a new $25 million wastewater treatment system at the plant that "removes suspended solids and heavy metals from the scrubber stream" and meets limits under federal rules, spokesman Doug Colafella said. The state Department of Environmental Protection issued the discharge permit in December. The agency included more restrictive limits on solids and sulfate well after Allegheny Energy began construction, Colafella said. The wastewater retreatment system installed at the plant along with the scrubber project cannot meet the limits in the state permit, Colafella said. Last month, the Environmental Protection Agency announced plans to revise for the first time since 1982 existing wastewater discharge standards for coal-fired power plants. The EPA this year completed a multi-year study of power plant wastewater discharge and concluded the existing 27-year-old rules haven't kept pace with changes in the power industry. Utilities like Allegheny Energy that generate power at coal-fired plants will face more emission-control challenges. Late last month, the EPA proposed lowering limits on greenhouse gas emissions, including carbon dioxide under the auspices of the national Clean Air Act and amendments, laws dating back decades. The major emissions control expense that all coal-fired power plant owners are grappling with is handling carbon dioxide. Hatfield's Ferry in 2008 released about 44 million tons of carbon dioxide into the air from burning coal. Large industrial facilities, including coal-fired power plants, factories and refineries that emit at least 25,000 tons of greenhouse gases annually would be required to obtain permits covering the emissions. "This is a common sense rule that is carefully tailored to apply to only the largest sources — those from sectors responsible for nearly 70 percent of U.S. greenhouse gas emissions sources," EPA Administrator Lisa P. Jackson said in announcing the proposed rule. Environmentalists acknowledge it's very early regarding the proposed EPA regulations. "The EPA rule means that Hatfield's Ferry would have to meet 'best available technology' criteria for carbon dioxide if the plant was physically modified in a way that increased emissions," said Eric Schaeffer, executive director of the Environmental Integrity Project. Schaeffer said the EPA is still years away from determining what the best available technology will be. The most widely discussed method for dealing with carbon dioxide is known as carbon capture and sequestration, or burying carbon emissions, which is extremely expensive. "To liquify the carbon dioxide and pump it into the ground is very costly. Projects selected include large-scale industrial carbon capture and storage projects that capture carbon dioxide emissions from industrial sources— such as cement plants, chemical plants, refineries, paper mills, and manufacturing facilities—and store the carbon dioxide in deep saline formations=2 0and other geologic systems. -- The initial duration of each project selected is approximately seven months. Projects will be subject to further competitive evaluation in 2010 after successful comp letion of their Phase 1 activities. Projects that best demonstrate the ability to address their mission needs will be in the final portfolio that will receive additional funding for design, construction, and operation. Chu said that it was highly unlikely that the US, Russia , China and India , which account for two-thirds of the coal reserves, “will turn their back on coal anytime soon .” ...for this reason, the capture and storage of CO2 emissions from fossil fuel power plants must be aggressively pursued. ...The scale of CCS needed to make a sign ificant dent in worldwide carbon emissions is staggering. Roughly 6 billion metric tons of coal are used each year, producing 18 billion tons of CO2. In contrast, we now sequester a few million metric tons of CO2 per year. At geological storage densities of CO2 (0.6 kg/m3), underground sequestration will require a storage volume of 30,000 km3/year. More than 1 million tons of CO2 per year will be captured from various industrial sources, compressed, and transported via two new intra-state pipelines for CO2 enhanced oil recovery and deep saline sequestration research in Kansas . Beneath each enhanced oil recovery target, a major saline aquifer spanning most of the State of Kansas will be used for CO2 injection. (DOE Share: $2,696,556) * Praxair Inc. Praxair will partner with BP Products North America, Denbury Resources, and Gulf Coast Carbon Center to demonstrate capture and sequestration of CO2 emissions from an existing hydrogen-production facility in an oil refinery into underground formations for CO2 enhanced oil recovery. This demonstration will be performed at the BP refinery, and a lateral pipeline will be built to connect to Denbury’s Green Pipeline to transport 1 million tons of CO2 per year. (DOE Share: $1,719,464) * Archer Daniels Midland Corporation. Archer Daniels Midland Company, a member of DOE’s Midwes t Geological Sequestration Consortium, will partner with other research organizations to demonstrate Dow ALSTOM’s advanced amine process to capture CO2 from industrial flue gases and sequester the CO2 in the Mt. Simon Sandstone reservoir. (DOE Share: $1,480,656) * CEMEX Inc. CEMEX USA will partner with RTI International to demonstrate a dry sorbent CO2 capture technology at one of its cement plants in the United States . CEMEX will design and construct a dry sorbent CO2 capture and compression system, pipeline (if necessary), and injection station. This commercial-scale carbon capture and sequestration demonstration project will remove up to 1 million tons of CO2. (DOE Share: $1,137,885) * Air Products and Chemicals Inc. A system to concentrate CO2 from two steam methane reformer waste streams will be designed, constructed, and demonstrated at Port Arthur , Texas . More than 1 million tons of CO2 will be delivered per year via pipeline for sequestration into the Oyster Bayou oilfield for enhanced oil recovery by Denbury Onshore LLC. (DOE Share: $961,499) * Leucadia Energy LLC. Leucadia Energy and Denbury Onshore will demonstrate advanced technologies that capture and sequester CO2 emissions from an industrial source. Mississippi Gasification LLC, a Leucadia affiliate, is building a petcoke-to-substitute natural gas plant in Moss Point , Miss. , to demo nstrate large-scale recovery, purification and compression of 4 million tons per year of CO2. (DOE Share: $840,000) * Leucadia Energy LLC. Partnered with Denbury Onshore, Leucadia Energy will demonstrate advanced technologies that capture and sequester more than 4 million tons of CO2 emissions at the Lake Charles co-generation petroleum coke-to-chemicals (methanol) project to be located near Lake Charles , La. The project will transport compressed CO2 through a 12-mile pipeline that connects to Denbury’s Green Line pipeline system in Louisiana so that it can be used for enhanced oil recovery in the Hastings and Oyster Bayou oilfields in Texas . (DOE Share: $540,000) * Battelle Memorial Institute, Pacific Northwest Division. Battelle researchers will partner with Boise White Paper LLC and Fluor Corporation to demonstrate geologic CO2 storage in deep flood basalt formations in the State of Washington . Fluor Corporation will design a customized version of its Econamine Plus carbon capture technology for operation with the specialized chemical composition of exhaust gases produced from combustion of black liquor fuels. (DOE Share: $500,00 0) Additionally, the Department has also made conditional selections of 16 projects that demonstrate innovative concepts for beneficial carbon dioxide use. Unwelcome Dominance Stratospheric ozone is depleted by many different chemicals; most prominently, chlorofluorocarbons (CFCs) responsible for causing the Antarctic ozone hole. Nitrous oxide is also an ozone-depleting substance that has natural sources in addition to anthropogenic ones. Moreover, unlike CFCs, its use and emission are not regulated by the Montreal Protocol, which has helped to reverse the rate of growth of the ozone hole. Surprisingly, Ravishankara et al. (p. 123, published online 27 August; see the Perspective by Wuebbles) now show that nitrous oxide is the single greatest ozone-depleting substance that, if its emissions are not controlled, is expected to remain the dominant ozone-depleting substance throughout the 21st century. Reducing nitrous oxide emissions would thus enhance the rate of recovery of the ozone hole and reduce the anthropogenic forcing of climate.

EPA PLANS TO REVISE 2008 NATIONAL OZONE STANDARDS EPA announced the agency is considering revising the 2008 national ozone standards (both the primary and secondary ozone standards) to ensure they are scientifically sound and protective of human health and to cut healthcare costs and make cities healthier and safer places. The primary air quality standards protect public health (including the health of sensitive groups such as asthmatics, children and the elderly), and the secondary standards protect public welfare and the environment, (including against visibility impairment, damage to animals, crops, vegetation, and buildings). The Clean Air Act requires EPA to review the national standards for ozone and scientific information every five years. The new rules require better monitoring and tighter emissions limits to reduce toxic pollution from burning medical waste by 390,000 pounds annually. Medical waste incinerator emissions is a particularly toxic mix of dioxins/furans, heavy metals (lead, cadmium, and mercury), acid gases and other contaminants from the burning of biological waste, needles, plastic gloves, batteries and many other items. Based on Region 3's current source inventory, 13 facilities located in Maryland, Pennsylvania, and West Virginia will be affected by the new rules, expected to be published in the Federal Register within the next two weeks. The Age of Stupid... movie in Morgantown
