Such personnel must be employees of, or contractors hired by, TrAILCo or Allegheny Energy Service Corporation and assigned to the TrAILCo project.; granting the Dowlings' Petition to Intervene; granting Ms. Butcher's December 17, 2007 petition for a waiver; dismissing Mr. Lynn's December 17, 2007 petition; that, within 10 days, each party shall file the following: the name of each witness the party plans to call, a statement containing the days that a party and its witness(es) will not be available to appear, an estimate of how long cross-examination may take, and the name of the chosen spokesperson chosen by pro se intervenors; directing each party to file a written opening statement on or before January 4, 2007; etc.
