Don -- HB 4511 died on the last night of the Legislative Session. The bill would have created the Shale Research, Education, Policy and Economic Development Center at West Virginia University.
The bill passed the House on Feb. 29. The bill was amended in Senate Finance Committee on March 7, and passed by the full Senate on March 9. The Senate Finance Committee amendment is not yet posted on line.
On Saturday, the House refused to concur with the Senate version of the bill. The Senate refused to recede, and appointed members for a conference committee. The House refused to appoint conference committee members. So the bill died.
