RE:  Appeal No. 10-03-AQB, WV Air Quality Board (AQB), October 13, 2010.
 
This Appeal involves Construction Permits R13-2829 and R13-2831, for Compressor Stations
named the Pleasants Compressor Station and the Miller Compressor Station, both near the
border of Marshall and Wetzel Counties in West Virginia.  (This border is equivalent to the
extended Mason-Dixon line, i.e. the extended southern border of Pennsylvania, directly west
of Monongalia County, WV).
 
This appeal also relates to the existing Victory Compressor Station and to the  natural gas
wells in Wetzel and Marshall Counties, as well as to a "Central Delivery Point" ("CDP")
proposed by the Appalachia Midstream Services, LLC, a subsidiary of  Chesapeake Energy
Corporation.
 
This  Appeal 10-03-AQB asserts that (1) "the Miller, Pleasants, and CDP sites must be aggregated and considered a single stationary source for air permitting purposes", and (2) "the WV Division of Air Quality must include well sites and process equipment in its major source determination for the compressor stations."      [This summary prepared February 23, 2011 by Duane Nichols, MVCAC.]
