Here are two bills addressing solar energy that deserve our attention. The
LWVWV legislative priority is to Create a Sustainable Future by supporting
legislation that provides opportunities for West Virginians to access a
diverse energy grid. HB 4834 is consistent with this priority; HB 5131 is
not.

*HB 4834 * Broadens availability of solar energy production to small
consumers with inadequate roof space or excessive shade, and provides a
utility bill credit for a subscriber's proportionate share.
*HB 5131 *This bill changes the formula for crediting a consumer's electric
bill for solar energy generated by the consumer's solar panels, thereby
reducing the amount of the credit.

SB 468 would require “human biology related to pregnancy and human
development inside the womb” be added to school course curriculum. It

mandates that a specific video entitled “Meet Baby Olivia” ostensibly
showing growth and development of a fetus as well as a high-definition
ultrasound video showing early fetal development must be shown.
The “Meet Baby Olivia” video is a product of Live Action, a notorious
anti-abortion group. As noted in a Dominion Post editorial, “the purpose of
this video is not to educate but to indoctrinate” and is full of inaccurate
and misleading content.
SB 468 conflicts with the LWVWV policy to Safeguard Equal Rights and
protect reproductive freedom. SB 468 is a thinly disguised attack on that
freedom by adding anti-abortion propaganda into West Virginia school
curriculum.

HB 4806 would mandate use of bathrooms and changing areas in schools to be
based on “gender assigned at birth.”
This bill conflicts with LWV WV policies to safeguard equal rights
regardless of sexual orientation or gender identity.
LWVWV calls HB 4806 legislative bullying. Transgender students already
have enough to deal with in their schools. The Legislature shouldn’t be
adding to their struggles.
The bill defines “reasonable accommodation” as “access to a
single-occupancy restroom or changing area.” We call that segregation.
In a statement, Isabella Cortez, gender policy manager for the civil rights
organization Fairness West Virginia, called the bill a “brazen attempt by
our lawmakers to ignore a binding court ruling from the U.S. Fourth Circuit
Court of Appeals.” (WV Watch, Jan 25, 2024).
HB 4806 has passed the House Education Committee and is en route to the
Judiciary Committee.
MAKE SOME NOISE!!!! Contact Judiciary members (contact information below)
and tell them to comply with the 4th Circuit ruling, even if they’re not
concerned with harming transgender students.

This offensive bill makes it a crime for any person or organization to
distribute *absentee ballot applications*. That is applications, NOT
ballots. HB 4016 will have a chilling effect on those who work to encourage
voting because it will prohibit the distribution of a public document
available for download from the Secretary of State’s website.
MAKE SOME NOISE!!!!!! Tell your legislators (especially if they are on the
Judiciary Committee) to say NO to HR 4016. And tell them NOW as the
committee is meeting Monday, Jan 22.

THANK YOU to everyone who contacted state legislators to oppose HB 4675,
mandating photo ID to vote. The bill was taken off the agenda for the
House Judiciary Committee meeting agenda on Wednesday. That's good news,
but it could be taken up at a future meeting.
In the meantime, the Judiciary Committee has yet to consider on HB 4593
(the subject of our first action alert), which would require WV First
Foundation, the body responsible for disbursing opioid settlement funds, to
be subject to the requirements of the Open Governmental Proceedings Act and
the Freedom of Information Act. The foundation has been criticized for a
lack of transparency. HB 4593 seeks to change that and cleared its first
hurdle in the Legislature last week

it was approved by the House Health Committee.

Here it is, our very first call to action for the 2024 Legislative session!
HB 4593 would require WV First Foundation, the body responsible for
disbursing opioid settlement funds, to be subject to the requirements of
the Open Governmental Proceedings Act and the Freedom of Information Act
Introduced by: Delegates Summers, Tully, Hanshaw (Mr. Speaker), Pushkin,
Hamilton, Petitto, Shamblin, Sheedy, Miller, Rohrbach, and Griffith
West Virginia is expected to receive around $1 billion over the next five
years. The LWV believes open and accountable government is the cornerstone
of a healthy democracy. The WV First Foundation should establish
priorities and make decisions on distribution of funds in a manner that
allows residents to view and comment on their proposals. This bill will
foster that openness.

Wood County LWV Decision to Disband Accepted with Regret
On December 9, 2023, the LWVWV Board of Directors accepted with regret the
request by Wood County LWV to disband. This was a sad decision as the LWV
of Wood County has such a storied history and such a wonderful record of
community involvement. Members will become Members at Large and we hope
they will continue to be involved in League activities.
