Marvins:

I think that a number of you have been/are dealing with new Transmission
line issues, and the Club's (nuanced) policy on construction of new lines
(sort of "YES--or sometimes NO-- but . . ." ) has not been all that clear.

I hope the attached multi-org letter will help a bit to clarify where we
are and what we want.

Whether we can get what we want -- sequencing of policy adoption at the
federal level is critical and difficult -- is another question.
