INfo. such as WV residential electrical consumption is the 7 th. highest in the nation. Even though our homes are some of the smallest in the nation. Make much since? American Recovery and Reinvestment Act Allots $16.8 Billion for EERE

Feb. 17, 2009 — President Barack Obama today signed into law the American Recovery and Reinvestment Act (H.R. 1) at the Denver Museum of Nature and Science. Alongside Vice President Joe Biden, Colorado Governor Bill Ritter, and Interior Secretary Ken Salazar, the president approved the $787 billion economic recovery package, the largest in the nation's history.
Emblematic of the bill's focus on investment in renewable and efficiency technologies, the President was introduced by Blake Jones, CEO of Namaste Solar—a solar energy company based in Colorado.
An unprecedented $16.8 billion of the American Recovery and Reinvestment Act will be appropriated for the Department of Energy's Office of Efficiency and Renewable Energy (EERE) programs and initiatives.
After passing both houses of Congress and going to a joint Senate-House Conference Committee, the final appropriations include:

What I am understanding about the efficiency part of the stimulus is we as a state must enact the IECC 2008 building code for both commercial and residential buildings and have a full plan to get results.
 
WV is currently under the 2001 commercial code has no residential code and no plan to enact one! The national Sierra Club has some info on this and also the DOE at this address http://www.energycodes.gov/
 
As for conservation it looks like coal has won "planting trees on mine sites". And some items that I sent in the email yesterday.

Looking at the Gov's website for stimulus information:

So far not a cent listed for efficiency, conservation, weatherization, public transportation, etc.

One can only hope those are yet to come...
