  it was introduced in the special session?  Jeff Herholdt was the lead on it, as I recall. And the 
  governor's staff assisted.  With your help, I did what I could, but it

  Did Governor Manchin know he was lying to us when he told us in January 
  that it would be the most aggressive such standard in the nation, or was 
  he also fooled, or was it a deliberate change that only came up between 
  April and May?  Oh, come on now!  As a 
  lobbyist I have learned to use the "lying" label very sparingly and 
  carefully.  From the moment we walked in his conference room he was 
  "spinning."  As was Kelly Goes beforehand.  From the very beginning, 
  Governor Manchin's "energy plan" has only been about mining and burning more 
  WV coal. The coal and power company lobby boys are de facto members of his
