Too Jim, the PSC staff's "findings" in its December 14th filing make not even one word of mention about any findings whatsoever of the PSC's Engineering Division.  It would appear that the Engineering Division was not asked to examine or even comment on the elaborate "pollution control" facilities the tax-exempt bonds would finance. 
 
Only the assessments / opinions of one person in the PSC's Utilities Division (Ms. Kellmeyer, a fiscal analyst) and one person in its Legal Division (Attorney Anderson) are offered in support of Longview's petition.  
 
A cynic might suggest that the PSC's staff is too often prone to taking the course of least resistance.  But there are no cynics among us, of course.

Longview has requested a determination by the WV Public Service Commission. that tax-exempt Industrial revenue bonds to be issued by the WV Economic Development Authority "do not offend the public interest".  The bonds were approved by the WV-EDA three years ago, but Longview now wants the PSC's blessing because that is a condition written into state law.
 
I propose to submit the attached Letter of Protest objecting to sch a determination.  The deadline is Thursday, so let me know if you have any thoughts on this issue.
