Attached are my comments on the Underground Injection Control permit for Carbon Sequestration at AEP Mountaineer plant in Mason County.  I apologize for the late rush, but there were a lot of technical issues with which I had a long learning curve. 

As far as I have been able to determine, this is the first time the Club has commented on a specific CCS permit.  I have not taken a specific stand, for or against, and instead focused on how to improve the permit. 

The permit is for an experimental injection of CO2 amounting to about 3 % of the emissions from the Mountaineer plant (1300 MW, coal-fired), which sounds small, but it would be approximately 100,000 tons per year for four years.  This would be injected into a saline aquifer 7,000+ feet below the plant.

If you are interested in the application documents, draft permit, etc., Bill DePaulo has re-activated the link and these are now available at the address below.  It comes to 55 MB, so it is a little too big to e-mail.

Let me know if you have any comments, suggestions, or additions.  I will incorporate your comments and fax a final copy to WV-DEP by Close of Business this afternoon.
