Thanks for submitting a well thought-out small grant request.
As you know, small grants are funded out of a limited pot of money. While we think that your proposal has merit, we feel we cannot pay for litigation and related expert witnesses, the small grant program is not meant for that. 
However, the Club's Environmental Law Program is interested in working with you and may be able to help you. Please contact Pat Gallagher at Pat.Gallagher@sierraclub.org, he is waiting to hear from you.
