On Monday, the U.S. Environmental Protection Agency released

Total U.S. Greenhouse Gas Emissions by Economic Sector in 2012

the Clean Power Plan proposal as part of President Obama's Climate Action Plan 

to cut carbon pollution from power plants - the largest source of carbon pollution in the United States - by 30% from 2005 levels by 2030. Yesterday, China announced that it is working on a plan to reduce carbon emissions as well. Could these announcements by the two largest greenhouse gas emitters in the world be the much-needed momentum towards an international climate agreement?
