Don Spencer gets a gold star for turning in his homework early :-)



In addition to identifying locations, Don also provided recommendations on parking design specifications using criteria of location, types of establishments near the locations, expected parking duration and types of bicycles. Except for cost, he included all the criteria we defined in our last meeting.  Since our homework assignment was to identify locations, please identify any important locations that might not be included in Don's list. 

At this Thursday's meeting, we should probably be able to finalize the list of locations quickly.  Then, the real fun begins: specifics.  We know from experience that the more detail we can give the City, the more likely they are to implement our recommendations.  We will need to generate a recommendation that includes a page on each type of rack with the businesses/institutions to be served, the user populations(s), the location(s), the design, the vendor(s), the number, the retail project cost and the rationale.  The files that Jonathan and Nick sent last week make a good starting point.

Frank – I recommend a continuum of bicycle parking needs be addressed in the first installations: 1) for one-hour single bike parking on/near sidewalks near restaurants, heavily used stores and public facilities; 2) for unsheltered multiple bike parking at public centers; 3) for multiple hour sheltered parking in parking garages; and 4) for day-long, overnight and longer term secured parking at multi-modal public facilities.

 

Sheltered bicycle parking sites would be developed initially at the Public Safety Parking Garage on the University Ave., Parking Garage and the Chestnut/Pleasant Street Parking Garage., and at the central transit station in Westover.

 

At the Public Safety Garage and the Central Transit station, I recommend that bicycle lockers be installed to assess usage demand for high-end bicycle parking. At the other sheltered sites it is recommended that innovative state-of the-art racking be utilized.

 

I recommend that attractive unsheltered multiple-bike racks be installed at the library-city hall and at the Marilla Center.

 

I recommend that attractive post-and-circle parking be established in cross-painted areas adjacent to street sidewalks of each municipal parking lot and in two positions in each block on High Street (one on each side of the street near restaurants especially) again to assess demand and to make a case for wider implementation. I also recommend that two post-and-circle racks be placed in the proximity of the Book Exchange on Willey, near the Canteen at the intersection of Prospect and North High Street and near the Blue Moose at the intersection of Walnut and Spruce.
