First, I want to thank you for the opportunity to participate in the reviewing the document.  It is quite evident that a great deal of time and energy has been invested.

Second, I want to thank you for your commitment and leadership.

Third, I want to apologize for not keeping to my commitment in sharing my input with you by last Friday.  As the hour of this email indicates, my time has been stretched pretty thin.

I have attached the document with my suggested revisions and comments provided within using the track changes function in Word.  Please note that I added "FLETCHER COMMENTS" to the file name to aid in organizing the several responses you are receiving.

A few fundamental observations:

-   The planning document should set a positive tone throughout by eliminating confrontational and opinion statements.  I noted a number of items that may require citation to demonstrate fact from opinion.

-   The planning document should be recommendation-based by eliminating "shall" statements.

-   It seems that the document is lacking in terms of prioritized infrastructure and programming objectives and tasks; a "punch list" is needed for ongoing quantitative and qualitative implementation evaluation purposes.

-   The planning document should include cost estimates for infrastructure and programming investments to inform budget and capital improvement planning and implementation as well as ongoing quantitative and qualitative implementation evaluation purposes.

-   The recommended action items towards the end of the document may be better organized by using a table format that includes information noted in my previous two points.
