Positive Spin is pleased to provide the City of Morgantown (in cooperation with the Bicycle Board/Education Committee) with this proposal to produce a video of youth bicycling skills.  Frank Gmeindl has seen an earlier version and recommended changes, which I've incorporated as best I can.  As of this writing I hadn't received a sample contract to guide the draft format so I've prepared it as best I can.  Please let me know if this is satisfactory, our timeline is short and we need to be under contract before any work can proceed.
