Here's the thing.  Can the WVDOH legally retract on a binding agreement?  They had already approved SLMs and BMUFL with the City.  This reminds me of the time Greg Good was building some trails with a large WVDOH grant, and then all of a sudden the WVDOH decided they wanted all the money back.  There is something really stinky going on, but not too surprising for this corrupt and oppressive state.  I think this is a good one for the City attorney to pursue.
