Bicycle Board Members,

Today, Chip and I met with Tom Arnold, Morgantown Parking Authority Director.  We agreed to pursue 2 parking locker units that hold 2 bikes each.  

Action Items:

1. Tom Arnold will put the bike lockers on the agenda for the November 9 Parking Authority meeting.
2. Chip will provide Tom with a recommendation for locker material of construction before the November 9 meeting.

Discussion:

The current City budget has $5,500 for bicycle parking.  The cost of 2 bike locker units is approximately $5,000.  

One unit will be located outside of the north side of the PSC parking garage adjacent to the entrance to the garage and on the west side of the entrance.  (Currently, that space is occupied by a non-functioning gas light.  The space is bounded by the driveway on the east, the garage railing on the south, a picnic table on the west and grass on the north.) 

The other unit will be located in the Wharf Street parking garage inside the automobile entrance.  That's at the other end of the garage from the rail trail.  The locker will be near the back wall and adjacent to a ticket agent booth that is not being used.

Lockers will be rented on a monthly basis.  The parking authority will provide the renter with a lock and key that the renter will use as long as he or she is paying the rent.  Rental rate is tentatively  $20/month or $50/quarter or $180/year.  

Chip has been working primarily with two vendors.  They offer fiberglass units and powder-coated steel units.  We discussed several pros and cons of each material.  Chip will provide a recommended vendor and material to Tom.

The next step is to for the Parking Authority to consider this proposal at its next regular meeting scheduled for November 9 at 3:00 pm in the PSC Conference Room.  

If you would like to change anything in this proposal, please reply to all with your recommendations and we'll try to resolve them and report to Tom before the November 9 meeting.

If the Parking Authority agrees with the proposal, the next step will be for the Bicycle Board to provide a purchase recommendation to Jeff Mikorski.

FYI, Parking Authority members are:  Charlie McEwuen, Chairman; Jeanne Hagan, Vice-Chair; Linda Herbst, City Council Rep.; Tom Arnold, Director; Dennis Bidwell and Shane Mardis.

In other business, Frank informed Tom of the Bicycle Board's recent meeting with Trevor Lloyd of the City Engineering Dept. in which we walked the parking lot that is the site for the new Farmers Market pavilion and recommended that one post-and-loop bike rack be placed in each of the two dead zones that will exist at the Spruce St. entrance to the pavilion.  Tom agreed to discuss that with the Parking Authority as well.  Apparently, City Engineering cannot make that decision without Parking Authority concurrence.
