I approve of this resolution.

One solution.  Make all roads in Morgantown one-way and then follow this City Code 313.03 (c)(3):
A vehicle which is stopped in obedience to a red or "stop" signal as close as practicable at the entrance to the crosswalk on the near  side of the intersection or, if none, then at the entrance to the intersection on a one-way street which intersects another one-way street on which traffic moves to the left, may cautiously make a left turn into the one-way street but such vehicle shall yield the right of way to pedestrians lawfully within a crosswalk and to other vehicular traffic proceeding as directed by the signal at such intersection, except that Council may by ordinance  prohibit any such left turn against a red or "stop" signal at any intersection, which ordinance shall be effective when a sign is erected at such intersection giving notice thereof.
That way bicyclists won't have to wait forever at a red light that never changes in the absense of other types of vehicle that are sensed by traffic control devices.

I have learned that WVDOH has purchased a control system for the new traffic signal to be installed on WV 705 at Mountaineer Station that definitely will not detect bicycles.   I do not know what action to take except to propose a City resolution requiring all Morgantown traffic signals to detect bicycles.  Since the Traffic Commission meets the day before we do, I request your review and comment on the attached draft resolution.  I also request your concurrence to formally present it to the Traffic Commission at the Traffic Commission's April 6 meeting.
