Butch,

This will just be an academic exercise unless we get outside funding.

SRTS has been a separate federal pot and an obvious source from which to request funds.

I'm not aware of external sources that fund items 4, 15 and 16: shoulder cleaning, bike route maps and way-finding signs: total $37K.

The only new money Terrence has budgeted is $12.5K to paint and sign a bike lane between Eighth St. and Evansdale Dr..  I'd estimate that's the level City money he's willing to commit to supporting bicycling.

I will press the City to implement all the recommended Administrative/Policy actions and the top priority costly actions including SRTS.  If we don't step up to at least try to help the City get funding, I don't see them having much incentive to do anything.  Who is stepping up to lead a grant application writing effort?

Maybe I misunderstood.  Item 10 seemed to be requiring a report to the bike board before street modifications could be implemented.  But from your comment it seems tied to a particular modification plan.

My suggestion really was that you not present all 16, or at least not in the order in the spread sheet.  My suggestion was to focus on trying get 4,9,15,16 funded and implemented.  I thought 10 was for reporting only, if it's a specific paving plan with $30k of suggestion from BB then I'd put that in the top list also.

I know we've discussed the safe schools routes at a meeting or two but it was never put to a vote or anything like that.  I would remove the SRTS from the parts of the plan we'd like to see implemented this year.  Items 4,9,15,16 will help establish safer routes leading up to that last quarter mile is all I meant.

There are too many replies to this thread for me to begin to keep track of them all- I stumbled onto this one more or less by accident!

Nice to hear the city asking for this- good job guys.  Here's my 2 cents (not adjusted for inflation)-

I assume we may be asked to prioritize, so the big ticket items are likely off the table, and the no-cost items can and should all be pushed.

I see items 4, 9, 15 and 16 as working synergystically to improve cycling for all & especially commuters so I would hope these could be a minimum set to receive funding.  Be nice to tell everyone who participates in bike to work week that these items will be implemented! Item 10 is fantastic and would contribute a lot to achieving our goals.  Is the $30k estimate to fund the additions we might suggest to the projects or did you think that would be the cost of the additional communication & project delays?

There is already a street paving plan in the budget.  The $30K is to add consideration of bicycles in that plan.

It seemed it could almost be a no-cost item.

The only item I think would be wasted money is item 3.  Until we have the rest of the city streets and the rest of the residents ready for kids biking to school I just don't see any use for 1/4 mile of access.  It'd be better for their health if they sprinted that distance every day!

I must ask the other BB members what they think of your comment.  The BB has already reviewed and approved the plan and the priorities.  Priority #3 is: "Establish and mark safe routes to schools extending at least ¼ mile from every school including Eastwood Elementary School, Mountaineer Middle School, Dorsey Avenue Pre-school, Mountainview Elementary School, North Elementary School, Suncrest Elementary and Middle Schools, Morgantown High School, and South Middle School."

I'm not sure what you're advocating since you say thia ia a waste of money.  Are you advocating removing SRTS from the plan?  I also ask what elements of the plan will, "have the rest of the city streets and the rest of the residents ready for kids biking to school "

Two non-topic items- as I pedaled past Morgantown High I noted 4 bikes in the rack by the front door!  And, I'd favor including anyone who asks on all our communications and we shoujld promote the idea that any and all should feel free to have input into what we do. (As long as we remain the only paid participants..... heh heh).

Bicycle Board Members,

On April 4, Damien, Chip and Frank met to develop cost estimates for the recommended projects in the Greater Morgantown Bicycle Plan.  This effort is in preparation for an April 17 meeting with Terrence for which he requested the Bicycle Board's recommendation of a set of affordable projects and cost estimates for them.  We developed estimates for the plan's 16 top priority projects.  The attached worksheet, Apr4Est.xlsx shows those estimates.

With your concurrence, we will present the attached to Terrence on April 17.  Please reply at your earliest convenience.
