Thanks, Kasey!  Hopefully, this will be useful to others.  We have been able to accomplish all this because active citizens, bicycle board members, pedestrian board members, city councilors, city managers, and the mayor believe that...

“In a more bicycle-friendly Morgantown, all residents will enjoy
• reduced congestion,
• greater transportation efficiency,
• better community health and well-being,
• an improved physical environment, and
• a more prosperous local economy.” - quoted directly from the Morgantown Bicycle Plan

Hi Frank, have you had a chance to get something together for the State of Cycling and Walking publication? I'd like to get this done this month if possible. I'm hoping for a paragraph or two highlighting successes in Morgantown.
Thanks, Kasey
