Over the past several weeks, I have had several dialogues with various stakeholders in the bicycle plan.  I have produced 4 revisions since v09 that you signed.  Keeping up with the various reviewers comments, 'our' responses and the revisions is a bit of work.  You can see it all at http://db.tt/Bse1rpGr .  

I think we're getting close to having all the stakeholders on board.  To do so, I softened the plan considerably by removing all the "shalls" and most of the "wills" and even deleting the responsible individuals for the various Es but the essence of the actions that we've identified that need to be taken to make Morgantown a bicycle friendly community are still in there.

I plan to send the attached to all the stakeholders and the TC Monday.  If you could review it and give me your concurrence, I wouldn't feel so out on a limb.  Also, if you could indicate any improvements, that would even be better.
